COFECE Publishes Recommendations for AIFA

As the Felipe Angeles International Airport (AIFA) prepares for next week’s opening, the Federal Commission of Economic Competition (COFECE) published several recommendations to maximize competition within premises to benefit users.

After analyzing AIFA’s access system for taxis and buses serving passengers with transport services, COFECE concluded that its open system will generate incentives for service providers to offer better prices and quality. This open system is a completely different approach from the one taken by other airports but COFECE claims it is necessary to increase AIFA’s land connectivity.

AIFA’s system was developed to allow entry to any interested party who meets the applicable requirements in terms of safety and quality. Following AIFA’s model, taxis would not have to belong to a group or a site. The airport also highlighted that it would not impose discriminatory treatment or grant exclusive advantages to some economic agents. It will also not impose any sort of barriers that would complicate the entry of service providers.

A week before its opening date COFECE gave the following recommendations to improve the airport: continuously maintain the proposed open system as long as there is space available; eliminate obligations for permit holders that could facilitate anti-competitive practices; facilitate ticket marketing schemes such as box offices, automatic machines or electronic means, and implement a digital space in which consumers can compare prices; establish as cause for rescission of the contract the performance of absolute or relative monopolistic practices; allow the use of digital passenger transport platforms as long as they meet requirements; and eliminate clauses that grant discretion to AIFA to terminate contracts without just cause.

The project is expected to kickstart new investments, as housing demand in the area continues to increase due to the fast-paced construction and expectations for the project. Construction of over 70,000 homes is expected in the coming years, as reported by MBN.
