Mexico to Expropriate Land to Expand AIFA’s Suburban Railroad

The Mexican government will expropriate the land connecting the Suburban Railroad and the Felipe Angeles International Airport (AIFA), which comprises about 137.6 million m2 of land of the municipalities of Tultitlan, Tultepec and Nextlalpan, State of Mexico. The objective is to guarantee connectivity to and from AIFA. 

Through a decree in the Official Gazette of the Federation (DOF), the Ministry of Infrastructure, Communications and Transportation (SICT) stated that the construction of five Modal Transfer Centers (CETRAM) that are part of the extension of Line 1 of the Suburban Train to AIFA will require the expropriation of land. The SICT identified the most appropriate land for construction, conservation and maintenance of the Modal Transfer Centers 1, 2, 3, 4 and 6. The selected land was chosen as it meets the specific characteristics required for this type of infrastructure, which justifies the acquisition of the land for public use, said the agency. 

"By virtue of the fact that the cause of public utility is fulfilled, consisting of the construction, conservation and maintenance of railroads and their auxiliary services and in order to meet the need of general interest that must be satisfied as a priority, it is indispensable the construction of works that allow the free access of passengers, workers and any citizen that needs to enter the International Civil and Military Airport General Felipe Ángeles and vice versa," states the DOF. Accessibility to the airport has been one of the government's priorities as AIFA has been criticized for its distance and poor connectivity with Mexico City. 

Development banks have not issued sufficient funds to the concessionaires of the Suburban Train for the construction of this project but in December 2022, Max Noria, Director of Commercialization and Risk Management, Ferrocarriles Suburbanos, said that he was confident that authorities will release the funds as soon as possible. Through this project, the Suburban Train will be extended by 23 km to reach AIFA, adding six stations with a passenger transfer center. According to federal government estimates, by the end of this year, the new infrastructure should be operating.
