The State of Mexico’s Ministry of Security (SSEM) has launched a comprehensive technological and operational modernization of its security infrastructure. Announced by Governor Delfina Gómez at the Control, Command, Communications, Computing, and Quality Center (C5) in Toluca, the initiative the introduction of a UH-60A Black Hawk helicopter, the activation of a new Real-Time Command Center (C3TR), and the integration of artificial intelligence, advanced analytics and robotics into the state’s surveillance operations.

The security overhaul is designed to improve institutional coordination, reduce emergency response times and strengthen data analysis capabilities across municipalities where geographic conditions limit ground access.

“The objective is clear: to strengthen operational capabilities for institutional coordination, improve emergency response times, and expand intelligence and analysis capacities,” Gómez said during the unveiling event. “In the State of Mexico, we recognize that due to geographic complexity and population size, cutting-edge equipment is indispensable.”

New Equipment

C5 Modernization and C3TR Implementation

The newly inaugurated C3TR serves as a centralized intelligence hub, consolidating multiple data streams into a unified operating interface to accelerate incident response times. The platform integrates surveillance feeds from municipal and state cameras, airport networks, public transportation systems and commercial establishments.

To automate threat detection and tracking, the system incorporates highway arches equipped with automatic license plate recognition (ALPR), drone systems, video analytics and facial recognition technology. The upgraded platform allows dispatchers and analysts to search for individuals, vehicles or specific security incidents using natural language commands, reducing the time required to process and evaluate operational data.

In addition, SSEM has integrated applied robotics into its investigative workflows through two humanoid assistants named Ceci and K5. These automated units are designed to support operators by cross-referencing institutional databases, identifying individuals and vehicles, performing advanced data analysis and interacting via voice commands with human operators.

Airborne Capabilities and Tactical Deployment

Complementing the digital infrastructure, the addition of a twin-engine UH-60A Black Hawk utility helicopter establishes an airborne rapid-response capability focused primarily on security operations in the southern and eastern regions of the state. The aircraft is intended for high-impact operations, tactical personnel transport, insertion and extraction in high-risk areas, aeromedical evacuations and search-and-rescue missions.

Authorities estimate that the deployment of the Black Hawk will reduce transit times for tactical units from approximately one hour by ground to around 20 minutes by air.

The helicopter features upgraded engines, night-vision systems for 24-hour operational readiness and a flight endurance rating of up to 5,000 hours. Its cabin is fully reconfigurable, with a total capacity of 22 people, including two crew members and 20 passengers. For emergency response and environmental operations, the aircraft is equipped with a 2,900-liter helibucket for forest fire suppression.

The technological and aerial upgrades are being implemented under Transversal Axis 2, “Construction of Peace and Security,” within the state’s governance plan. The program aligns with the national security strategy of President Claudia Sheinbaum, which focuses on reducing high-impact crimes, dismantling criminal networks and strengthening localized prevention and community-based security efforts.
