Deputy Calls on CONCAMIN to Shape Mexico’s AI Framework
Deputy Eruviel Ávila invites the Confederation of Industrial Chambers (CONCAMIN) to collaborate on a regulatory framework for AI in Mexico, aiming to establish rules that guide technology’s development and application without inhibiting innovation.
The proposal represents a joint effort between legislators and the national productive sector, based on discussions held during a CONCAMIN ordinary session to address the need for a legal framework to guide the integration of AI into the economy and society.
Alejandro Malagón, President, CONCAMIN, highlights the industrial sector's support for this proposal, noting that the organization is aware of the importance of its participation. Malagón emphasizes that open dialogue among the private sector, academia, and the legislative branch is the ideal mechanism to "design a cutting-edge legal framework that accompanies productive and social development, helping close gaps and raising the quality of life."
The push to regulate AI is part of a broader government strategy aligned with the technological development goals promoted by President Claudia Sheinbaum’s administration, says Ávila. The legislative proposal originates from the Chamber of Deputies' Science, Technology, and Innovation Commission, which Ávila chairs.
From this commission, dialogue tables have been coordinated with academics, entrepreneurs, specialists and diplomats from Mexico and other countries. The central objective is to balance two factors: fostering innovation and mitigating risk.
Details and Future Steps
Legislative efforts in this area are advancing. Last July, following the consultation forums, a constitutional reform initiative was introduced that proposes to amend nine articles of the Constitution. The reform aims to formally recognize the existence and impact of AI in various aspects of national life, laying the groundwork for detailed secondary legislation.
Furthermore, a regional project aims to create a draft law focused specifically on the application of AI in public security tasks.
The CONCAMIN session, where the invitation was formalized, also served as a forum for other economic initiatives. Deputy Alfonso Ramirez presented the General Law of Infrastructure for Well-being initiative, which is aimed at boosting economic growth and improving per capita income.
