To position Mexico as a leader in the governance of artificial intelligence (AI), the National Institute for Transparency, Access to Information and Protection of Personal Data (INAI) has unveiled the Proposal for a National AI Agenda for Mexico 2024-2030. This document, presented in the Senate of the Republic, emphasizes prioritizing people and respecting human rights in the development and application of AI.

INAI's Commissioner President, Blanca Ibarra Cadena, and Commissioner Josefina Román Vergara led the presentation, stressing the need for AI regulations that demonstrate a commitment to justice, unity, and human rights.

The commissioners described the Agenda for Mexico 2024-2030 as "a roadmap that seeks to guide the country towards an advanced and secure digital economy". Blanca Ibarra stated that the document aims to position Mexico as a regional benchmark and lay the necessary foundations for effective AI governance.

Josefina Román highlighted that the project addresses emerging issues intensified during the pandemic, underscoring the importance of clear and forward-looking regulations that balance technological advancements with respect for human rights.

"We will continue working on this proposal for INAI, and we acknowledge the Senators of all political parties who have reached a consensus, showing high mindedness and state vision on this substantive issue for humanity,"  said Blanca Ibarra.

Senator Alejandra Lagunes emphasized that the AI discussion should not be purely technological or economic but also social, with a strong focus on human welfare.

Andrés Morales, Mexico's representative at UNESCO, reiterated the importance of integrating ethical principles and human rights in the design and development of AI, highlighting its growing impact on daily life and decision-making.
