The US General Services Administration (GSA) has approved the inclusion of AI models from OpenAI, Google, and Anthropic on its list of authorized vendors. This action will enable US federal agencies to procure and use tools such as ChatGPT, Gemini, and Claude under a pre-negotiated contracting framework.

The GSA justified the selection of these vendors by citing specific criteria for quality and reliability. The GSA is focused on AI models “that prioritize truthfulness, accuracy, transparency, and freedom from ideological bias," the agency said in a statement.

This decision is part of a broader strategy outlined in the Trump administration's America’s AI Action Plan, released on July 23, 2025. The plan, which contains about 90 recommendations, aims to boost AI use within federal agencies, ease regulations considered restrictive, and expand the export of AI software and hardware to allied nations. The underlying strategic goal is to maintain the US competitive edge over China in AI development, a race President Donald Trump has called the fight that will define the 21st century, reports Reuters.

This approach represents a significant policy shift from the previous administration. The Biden administration had adopted a "high fence" policy, which limited global access to advanced US-made AI chips. Furthermore, a 2023 executive order, later rescinded by the Trump administration, required federal agencies to adopt "concrete safeguards" and rigorous monitoring of AI's impact on the public.

The GSA approval has immediate practical implications for the Business-to-Government (B2G) sector. By placing these vendors on an approved list with pre-negotiated contract terms, the acquisition process for federal agencies is greatly simplified. According to the GSA, agencies will be able to explore “a wide range of AI solutions, from simple research assistants powered by large language models to highly tailored, mission-specific applications,” says Federal Acquisition Service Commissioner Josh Gruenbaum.

The inclusion of OpenAI's ChatGPT, Google's Gemini, and Anthropic's Claude positions these three companies at the forefront of the US government AI market. The administration's plan seeks not only to foster domestic adoption but also to project US technological power abroad through the export of these technologies.

While the previous administration focused on risk containment, the current one is focusing on active promotion and exportation, reshaping the landscape for AI companies. The move is expected to accelerate AI integration into government functions, from public administration to defense, and to set a precedent for US allies to adopt similar technologies.
