State of Mexico Approves Fines for Single-Use Plastic Use

The State of Mexico Congress unanimously approved penalties of up to MX$339,420 (US$17,036.9) for businesses that provide single-use plastic products for free. The measure, which excludes primary packaging, hygiene-related products, and complementary carry bags, aims to strengthen environmental policies by restricting non-recyclable and non-compostable plastics.

Fines will consider economic, social, and cultural conditions, as well as repeat offenses. Regulations will also allow for the temporary or permanent closure of businesses violating the law, as well as the suspension of permits for companies failing to comply. 

The law defines single-use plastics as those designed for one-time use without a mandatory waste management plan and that cannot be reused, recycled, composted, or repurposed. In addition to business restrictions, the reforms prohibit non-biodegradable or non-reusable plastics in public offices and educational institutions. Schools will be required to incorporate environmental awareness programs focused on responsible plastic consumption and waste management.

Municipal governments must update local regulations to ensure enforcement and gradually phase out single-use plastics in public offices. The state’s Ministry of Environment and Sustainable Development will oversee the transition, identifying products suitable for replacement and establishing measures for their gradual elimination.

These reforms align with broader sustainability efforts in Mexico, reinforcing commitments to reduce plastic waste and promote environmentally responsible alternatives.
