Leonardo Beltrán, Non-Resident Fellow, Institute of the Americas, considers that the 2026 USMCA review is a strategic opportunity to redefine North American industrial competitiveness by integrating regional energy security and infrastructure. He argues that establishing a coordinated energy architecture is essential to satisfy the power, grid reliability, and decarbonization requirements of capital-intensive industries expanding through nearshoring. To capture this edge, Mexico must balance its constitutional sovereignty frameworks with clear investment conditions that mobilize the private capital needed to scale generation and transmission capacity.
How Mexico's 2025 Energy Laws Impact Climate Compliance
Blanca del Carmen Martínez, Partner, Mendoza Vera Abogados, considers that robust public planning under Mexico's 2025 energy legislation can remain highly compatible with an attractive investment climate. She emphasizes that the state must build clear, predictable rules and a transparent roadmap for clean technology adoption rather than using state self-sufficiency as a tool for market exclusion.
