Through CONOCER (Consejo Nacional de Normalización y Certificación de Competencias Laborales), Mexico is professionalizing its technical personnel to ensure safe, efficient, and reliable renewable energy deployments.
Mexico’s renewable sector continues to gain momentum, with distributed solar PV and solar thermal applications leading residential, commercial, and industrial adoption. This growth presents a historic opportunity to reduce emissions, lower energy costs, and strengthen energy security. However, the rapid deployment also highlights the risks of suboptimal installations: reduced system performance, safety incidents, premature equipment failure, and diminished investor confidence. Certified technicians are the essential link that turns technological potential into real-world results.
The Importance of Certifying Technicians in renewable energies
Effective renewable energy adoption hinges on proper installation and maintenance. CONOCER’s official competency standards provide a national benchmark that validates the practical abilities of technicians, independent of their training pathway. Key standards include EC0586.01 for the installation of photovoltaic systems, EC 1181 for the supervision of installers in residential, commercial, and industrial settings, and standards such as EC0325 and EC0473 focused on solar water heating systems (housing and commercial).
Certification ensures installers master critical competencies:
- Accurate system design verification, component assembly, and interconnection.
- Compliance with electrical and hydraulic safety codes, structural requirements, and performance optimization.
- Risk mitigation to prevent issues like electrical faults, low energy yields, or structural failures.
- Standardizes the terminology used by the technicians
- Empowers the installer, improving their income and the quality of their employment
These certified professionals directly support the energy transition by enabling efficient, safe, and durable installations. Their work maximizes return on investment for users, facilitates access to financing and insurance, and builds public trust in renewable technologies — all vital for widespread adoption.
A Brief History
The Comité de Gestión de Competencias Laborales en Eficiencia Energética y Energías Renovables (CGCEREE) was established in 2012 as an initiative of the civil society and Secretaría de Energía (SENER) with the support of the German Cooperation Agency (GIZ). Its creation was informed by studies highlighting the need for qualified personnel in renewables, and it has since become a key pillar aligned with national programs for human capital development in the energy sector.
I had the privilege of being part of the committee's founding group, which comprised 40 organizations representing the Mexican renewable energy sector: business associations, academic institutions, international organizations and the government. I had the opportunity to work alongside Dr. Alvaro Lentz — a distinguished academic from the Autonomous University of Mexico City — during his tenure as the committee's first president; I served as vice-president and subsequently spent four years as president myself. Lic. Andreas Müller (CAMEXA), serving as a recent president who strengthened evaluation quality, promoted differentiated training schemes, and expanded collaboration with service providers. In June 2024, the Committee entered a new phase with the election of Ing. Marco Antonio Guzmán Aguilar as president. Under his leadership, the focus has intensified on photovoltaic systems, solar thermal applications, biogas, electromobility, and energy management, with ambitious goals to certify tens of thousands of technicians in the coming years and address existing skills gaps.
Over the years, the Committee has advanced the professionalization of the sector through the development of competency standards, training programs, and certification processes. It has developed more than 15 standards and enabled the certification of over 12,000 Mexican technicians.
Linking Certification to Broader Transition Goals
Certified installers and the Committee’s standards directly contribute to Mexico’s decarbonization agenda. By ensuring installations meet the highest levels of safety and performance, they support corporate sustainability commitments, ESG criteria, and the successful integration of renewables into industrial processes. This human capital development is as critical as the technologies themselves for achieving a resilient energy future.
