Mexican President Claudia Sheinbaum has confirmed the government’s approval of 55 new private wind and solar power projects representing a combined installed capacity of 10,883 megawatts (MW). The total private investment associated with these developments is estimated at US$10.6 billion.
The total newly approved generation capacity represents 11% of Mexico's current overall electricity generation capacity across all energy technologies.
Under the authorized regulatory framework, project developers will sell their power directly to the wholesale electricity market or enter into joint public-private power agreements with state utility Comisión Federal de Electricidad (CFE) under a "Mixed Development Scheme" (Esquema de Desarrollo Mixto).
Regulatory Phasing and Allocation
The approval of the 55 projects was executed across two primary regulatory mechanisms designed to align private participation with state energy planning:
- Priority Attention Call for Direct Permits: On Oct. 17, 2025, the government published a call in the Official Gazette of the Federation (Diario Oficial de la Federación - DOF) for priority attention to generation and interconnections to the National Electric System. This mechanism resulted in the approval of 17 renewable projects, contributing 2,858 MW of new installed capacity.
- CFE Mixed Schemes Portal: On Feb. 6, 2026, the Ministry of Energy (SENER) opened a dedicated module within its Energy Window (Ventanilla Energía) portal to register co-development projects with CFE. Through this process, CFE awarded 38 renewable power projects accounting for up to 8,025 MW of joint capacity.
A third procedure is currently underway following the publication of a second DOF call on May 11, 2026, targeting additional private projects aligned with binding state grid planning.
Government Strategy and Executive Statements
Addressing the policy framework during her second government report, President Sheinbaum emphasized the alignment between state power management and private investment:
"The federal government designed innovative, transparent, and competitive mechanisms to accelerate the incorporation of new renewable generation capacity, which is indispensable for fulfilling national commitments in the fight against climate change and in strict alignment with the binding planning of the electricity sector. In this context, CFE joins forces with complementary investment from the private sector to drive the energy transition through the development of a historic package of photovoltaic and wind projects under the Mixed Development Scheme," Sheinbaum stated.
Long-Term Market Targets: 2024–2030
According to official projections outlined in the administration's Sector Development Plan, the addition of these private developments will expand national renewable power output by 107% between 2024 and 2030. Annual renewable generation is projected to rise from 82 terawatt-hours (TWh) to 170 TWh, increasing the renewable share of Mexico's total power grid from 23.4% to 38%.
Speaking at the Intersolar 2026 conference at the Banamex Center in Mexico City, Mariano Birlain, Director General of Technological Development and Energy Access, SENER, provided granular targets for the Electricity Sector Development Plan.
"This plan also includes 5,551 megawatts of storage capacity," Birlain Escalante said, noting that the broader sector plan targets 22,000 MW of total renewable capacity additions by 2030, of which 14,000 MW will consist of solar photovoltaic installations.
