Senate, Industry Leaders Discuss Energy Reform Implementation

Mexican senators, industry representatives, and academics gathered at the Senate of to analyze the challenges and opportunities following the approval of the country’s constitutional energy reform. The discussion took place during the forum, National Energy Plan: Perspectives and Strategies.

Senator Laura Itzel Castillo stated that the new legal framework aims to strengthen the sector after years in which PEMEX and CFE operated at a disadvantage compared to private companies. While the public sector remains dominant, she noted that private investment continues to play a role, with companies announcing plans to invest MX$318 billion (US$15.656 billion) in Mexico this year across various energy segments.

Senator Waldo Fernández of the Green Party emphasized Mexico’s position as an attractive destination for investment and a key player in the global economy. He highlighted the upcoming review of USMCA as a crucial moment for the sector. Fernández, who also leads the committee overseeing the trade agreement’s implementation, stressed the need to balance state oversight with private sector participation.

Senator Olga Patricia Sosa Ruíz, Secretary of the Senate Energy Commission, advocated for investment in technology and innovation under a framework that benefits both companies and the state. She remarked that past policies lacked this balance.

Abril Moreno, Director General, Energía a Debate, underscored the importance of collaboration among authorities, industry, and experts to implement the reform effectively. She stated that only through rigorous analysis and dialogue can Mexico establish an energy model that serves national interests.
