IDB Invest’s MX$800 million subscription to Mexican Real Estate Bank’s sustainable bond targets the country's 15-million-home habitability deficit by financing SME-led affordable and resilient housing projects. The initiative utilizes the Mexican Sustainable Taxonomy and "green bridge" credits to enforce a 20% reduction in greenhouse gas emissions, aligning private capital with federal goals to construct 1 million sustainable homes by 2030. By integrating gender equity incentives and technical assistance for SMEs, the framework addresses structural barriers in the construction and financial sectors to improve urban development in vulnerable regions.

IDB Invest, the private sector arm of the Inter-American Development Bank (IDB), has subscribed to an MX$800 million (US$46 million) sustainable bond issued by Mexican Real Estate Bank (BIM). The capital is designated to finance the construction of affordable, sustainable, and resilient housing across Mexico.

The bond proceeds will expand BIM's credit portfolio, specifically targeting small and medium-sized enterprises (SMEs) developing residential projects in vulnerable areas. The initiative aims to improve living conditions for low-income families and broaden access to quality housing.

Marisela Alvarenga, Head of the Financial Institutions Division,IDB Invest, stated that the operation reflects a commitment to channeling capital toward projects with social and environmental impacts. "By supporting BIM in its first sustainable bond, we promote urban development that expands access to affordable housing and strengthens the participation of SMEs and women in the construction sector," Alvarenga said.

A central component of this partnership is the "green bridge credit" program, which enforces rigorous technical benchmarks to ensure carbon mitigation. To qualify, residential developments must demonstrate a minimum 20% reduction in greenhouse gas emissions compared to conventional building baselines, typically delivering an annual savings of at least 12kgCO2e per m2. These eco-friendly homes are designed to use 20% to 40% less energy than traditional constructions through the integration of high-efficiency thermal insulation and water-saving technologies.

Beyond energy performance, the framework utilizes the Mexican Sustainable Taxonomy and international certifications, such as EDGE or LEED, to validate technical eligibility. To encourage adoption among SMEs, the program provides technical assistance, including complimentary energy audits and specialized digital tools to track sustainability metrics. The credit lines also incorporate gender equity incentives, offering preferential terms for women-led construction firms to address structural gaps in the industry.

Rodrigo Padilla Quiroz, CEO, BIM, described the issuance as a key step in the bank's sustainability strategy. He noted that the private placement would allow the institution to achieve nationwide reach and consolidate a financing model focused on social housing and carbon footprint mitigation.

"We believe this issuance with IDB Invest will be the most important because it is a private placement; we will have more reach to cover the entire national territory," Padilla Quiroz said. He added that the bond aligns with the bank's protocols for SME financing and green development.

The operation occurs amid a housing deficit in Mexico, where more than 8 million households report quality issues and approximately 15 million face inadequate habitability conditions. The project aligns with the Mexican government's target to construct more than 1 million new sustainable homes by 2030.

IDB Takes Lead in SLB Issuances Within Mexico

IDB Invest’s MX$800 subscription marks the group’s second large-scale sustainability-linked bond (SLB) transaction in the past 12 months. In September 2025, IDB Invest placed a MX$2.5 billion (US$139.7 million) social bond to expand financing for SMEs. The bond was its largest ever debt issuance in Mexico.

The bond, listed on the Institutional Stock Exchange (BIVA), attracted demand of MX$4.65 billion, 1.9 times the amount offered, marking the highest demand IDB Invest has achieved for this type of issuance in Mexico. Pricing was set at TIIE Fondeo +0.31%.

Investment funds acquired 63% of the issuance, followed by banks and brokerage firms (18%), financial advisors (17%), and government entities (2%). The transaction received top local ratings of AAA.mx from Moody’s and AAA(mex) from Fitch Ratings. Banco Santander and BBVA acted as joint lead managers.

Proceeds from the issuance will be directed to SMEs, which IDB Invest called “key drivers of economic growth and formal job creation in Mexico.” The institution noted that its social bonds have already supported 360,000 micro, small, and medium-sized enterprises and contributed to the creation of 13,000 new jobs nationwide. “This transaction reaffirms IDB Invest’s commitment to promoting sustainable development through the private sector,” the organization said in its announcement.

The placement is the fifth under IDB Invest’s Sustainable Debt Framework in Mexico and the eleventh since the program began in 2007. The institution has recently expanded its use of local currencies, including Mexican pesos, Colombian pesos, Brazilian reais, Dominican pesos, and Paraguayan guaraníes as part of its strategy to provide financing that mitigates exchange rate risks while promoting sustainable debt.
