IMSS Expands Healthcare Infrastructure Across Mexico

The Mexican federal government is advancing its strategy to strengthen the public healthcare system by expanding the infrastructure of the Mexican Social Security Institute (IMSS), aiming to increase access to medical services nationwide. The expansion, set to continue through 2025 and beyond, includes the construction of new hospitals, rehabilitation of existing units, and upgrades to surgical capacity.

The rollout is part of President Claudia Sheinbaum’s broader healthcare agenda to ensure more equitable access to medical care across strategic regions of the country. The facilities are expected to improve local service capacity and operational efficiency within the IMSS network.

Since October 2024, IMSS has opened two new hospitals and three Family Medicine Units (UMF) in various states. These include the Regional General Hospital No. 2 in Ciudad Juarez, Chihuahua; the first stage of HGR No. 23 in Ensenada, Baja California; UMF No. 58 in Guadalupe, Zacatecas; UMF No. 73 in San Nicolas de los Garza, Nuevo Leon; and UMF No. 93 in Torreon, Coahuila.

Several hospitals are scheduled to open in the second half of 2025. These include the San Alejandro General Hospital in Puebla and the Zaragoza Regional General Hospital in Mexico City, both replacements for units damaged in the 2017 earthquake. Additional openings will take place in Tuxtla Gutierrez, Chiapas; Ciudad del Carmen, Campeche; Navojoa and Hermosillo in Sonora; Guanajuato; and Tula de Allende, Hidalgo. Most of these new hospitals have over 260 inpatient beds, representing a considerable increase in IMSS’s ability to deliver specialized and general medical services.

Meanwhile, construction has begun on hospitals expected to be operational between 2026 and 2027. These include regional hospitals in San Luis Rio Colorado, Sonora; Yecapixtla, Morelos; Santa Catarina, Nuevo Leon; Los Cabos, Baja California Sur; Saltillo, Coahuila; Culiacan, Sinaloa; Guadalupe, Zacatecas; Oaxaca City, Oaxaca; and the second stage of the Ensenada hospital. Tlaxcala will also see the construction of a Women’s Hospital.

In parallel, IMSS is carrying out rehabilitation and equipment upgrades at existing facilities, including the optimization of 77 operating rooms already working at full capacity.
