Mexico Updates Family Planning and Contraception Regulations

The National Advisory Committee for Public Health Standardization (CNNSP) approved the publication of the Draft Official Mexican Standard PROY-NOM-005-SSA-2025, which updates regulations on family planning and contraception services across all public administration entities in Mexico. The reform sets new criteria for providing family planning and contraception services within the public sector, as well as for the social and private sectors. 

The primary goal of the revised standard, which follows more than 20 years of the current NOM-005 being in effect, is to ensure that individuals can make informed and autonomous decisions regarding their sexual and reproductive health. The update seeks to strengthen access to these services nationwide, with a particular focus on adolescents, people with disabilities, and other vulnerable groups, states Teresa Ramos Arreola, Head, National Center for Gender Equity, Sexual and Reproductive Health (CNEGSSR).

According to Ramos Arreola, while Mexico has made progress in family planning, gaps in access remain, demanding further efforts to guarantee that all individuals, regardless of location or circumstances, can exercise their rights in this area. The draft NOM-005 was developed by a multidisciplinary working group coordinated by the CNEGSSR. The group includes public health institutions, civil society organizations, and academic entities with expertise in the field. The updated regulation incorporates key elements aimed at promoting the exercise of sexuality with a human rights-based approach. 

The standard will be available for public consultation in the Official Gazette of the Federation (DOF) for 60 business days.
