Evaristo Ángeles Appointed Head of Railway Regulator

The Ministry of Infrastructure, Communications and Transportation (SICT) announced that Evaristo Ángeles was appointed as the new Head of the Regulatory Agency for Railway Transportation (ARTF). 

Under Secretary of Infrastructure Jorge Nuño announced that President López Obrador instructed to appoint Ángeles the new Head of ARTF, replacing David Camacho, who held the position since April 2021. SICT did not provide details about the change and limited itself to commenting that it was instructed by López Obrador. “The current administration, spearheaded President López Obrador, is constantly working in the development of railroad infrastructure, a requirement for the increase in the productivity and competitiveness of companies that require efficient interconnectivity, a capacity to meet their demand, as well as short travel time to provide quality and affordable services to their users,” Nuño said during the nomination ceremony.

Nuño said that it is fundamental that ARTF and the infrastructure ministry work together. He admitted the task ahead is complicated, but confided in the professionalism of Ángeles as the new head of the agency.

Ángeles has a Bachelor’s degree in Law from the National Autonomous University of Mexico (UNAM) and a Master’s degree with a specialization in amparo trials from the Technological University of Mexico. What is more, he has more than 14 years of experience in railway management.

Ángeles started his career as Head of the Department for Infrastructure in the Suburban Train at the General direction for Railway and Multimodal Transportation, where he implemented and reviewed contracts regarding public works involving railroad infrastructure. He also worked as Deputy Director of Border Bridges and Railway Bypasses, where he coordinated and approved concessions and tenders for important projects like the Coahuila-Durango route, the relocation of the cargo operation area of Durango, the North-Pacific line, the Touristic Train Puebla-Cholula, the Celaya Bypass and the international bridge of Matamoros-Brownsville, among others.

At ARTF, Ángeles worked as Director of Trial Controversy Resolutions, as well as Director General of Legal Matters. Ángeles was responsible for the creation of strategies to maintain ARTF’s actions within the legal framework and coordinated the resolution of spats between concession holders, users and other stakeholders, among other activities.

This is the second change SICT made this week. On Oct. 17, 2022, SICT announced that by the instruction of López Obrador, it appointed Miguel Vallín as the new Director of the Federal Civil Aviation Agency (AFAC). Vallín replaced General Carlos Rodríguez, who held the position since May 2021 and resigned after the US Federal Aviation Administration (FAA) downgraded Mexico’s airspace security category.
