ICC México Calls for Inclusive Review of Telecom Reform Law

The International Chamber of Commerce Mexico (ICC México) has released a statement regarding the recently introduced Federal Telecommunications Law initiative, stressing the importance of a thorough and participatory review of the regulatory framework governing one of the country’s most dynamic economic sectors.

While acknowledging the need to modernize legislation to enhance competitiveness, promote digital inclusion, and drive economic growth, ICC México warns that the far-reaching implications of this reform demand a rigorous technical analysis and a well-informed, plural dialogue.

Adequate Time for Thorough Discussion and Improvement

ICC México urges the Mexican Congress to allow sufficient time for in-depth analysis, discussion, and refinement of the proposed law. The organization emphasizes the importance of evaluating the potential effects on investment, competition, and user rights, taking into account lessons learned from past regulatory reforms to ensure long-term positive outcomes.

A cornerstone of ICC México’s position is the urgent need to establish an Open Parliament process. The organization calls for the active participation of experts, academic representatives, private sector leaders, and civil society organizations in a transparent, technical, and inclusive debate. Only through such an open and diverse process can a robust legal framework be built — one that ensures sustainable progress in the coverage, quality, and accessibility of telecommunications services, says the organization.

ICC México also underscores that any regulatory change must preserve the technical, operational, and budgetary autonomy of regulatory agencies, in accordance with Mexico’s international commitments, particularly those outlined in the USMCA. The organization argues that regulatory independence is a critical pillar for preventing anti-competitive practices, and ensuring a level playing field for all stakeholders in the sector.

ICC México adds that a well-structured reform has the potential to boost the digital economy and also to bridge gaps in access and technological development across the country.
