INFONAVIT Leads Mexico’s Push to Deliver 6,400 Homes by Year-End

The Government of Mexico announced major progress in its Housing for Well-Being program, confirming that 6,401 completed homes will be delivered between November and December 2025. The initiative, led by the Ministry of Agrarian, Territorial, and Urban Development (SEDATU), includes 4,871 homes built by INFONAVIT, reaffirming the institution’s central role in expanding access to dignified and affordable housing. The remaining 1,530 homes will be delivered by CONAVI.

President Claudia Sheinbaum has emphasized that the first year of her administration will close with more than 6,000 new homes delivered through INFONAVIT, FOVISSSTE, and CONAVI. She also highlights that her administration aims to restructure 5 million INFONAVIT loans that were previously unpayable, build 1.3 million new homes of at least 60m², and carry out 430,000 home-improvement projects. The plan also expands access to families who lack INFONAVIT or FOVISSSTE benefits.

INFONAVIT Advances: Construction, Delivery, and Credit Relief

INFONAVIT stands at the center of the national housing strategy. According to Octavio Romero, Director General, INFONAVIT, the 4,871 homes scheduled for delivery this year are located across 58 developments in 39 municipalities in 19 states, including Tamaulipas, Quintana Roo, Veracruz, Nuevo Leon, Tabasco, Oaxaca, Yucatan, and San Luis Potosi. Tamaulipas will receive the highest number of INFONAVIT homes this year (1,395), followed by Quintana Roo (672).

By year-end, INFONAVIT will have 300,032 contracted housing units, with 400,000 planned for 2026. As of now, 259,600 INFONAVIT homes have been contracted under Housing for Well-Being, contributing significantly to the program’s goal of building 1.2 million homes during Sheinbaum’s administration.

INFONAVIT is also working to resolve historic mortgage burdens. Out of 4.8 million previously unpayable INFONAVIT loans, the institution has already provided relief to:

  • 915,000 borrowers through discounts and interest reductions

  • 500,000 borrowers through the Paga lo Justo program

  • 1.08 million borrowers through Solución Integral

The remaining 2.35 million INFONAVIT loans will be addressed by December, completely eliminating the institution’s backlog of unpayable credit.

INFONAVIT has also simplified credit access: beneficiaries now only need to be affiliated with the institute, earn between one and two minimum wages, and not currently hold a mortgage. This reform enables young adults aged 18 and older to access housing, benefiting single parents, young couples, and first-time buyers.

CONAVI Expands Construction Across Nine States

CONAVI will begin delivering 1,530 homes in the second half of December, covering Baja California Sur, Hidalgo, Michoacan, Morelos, Nayarit, Sonora, Tabasco, Yucatan, and Zacatecas. Of the 86,152 CONAVI homes planned for this year, 52,366 are already under construction, while the remainder are in preliminary or initial stages. More than 216,000 families participated in the registration process, with homes to be assigned through assemblies and lotteries from Dec. 1 to 18.

FOVISSSTE Strengthens Social Justice Efforts

FOVISSSTE has delivered loan forgiveness, restructures, interest waivers, and payment adjustments to 242,812 beneficiaries as part of its Social Justice Program. It has issued 24,000 completion certificates and 55,320 letters to retirees, with 133,000 more to be distributed this month. FOVISSSTE will also contribute 100,000 new homes to Vivienda para el Bienestar, with initial construction in Puebla and Chiapas.

National Progress Toward 2025 Goals

Mexico is making rapid progress toward its 2025 target to support 400,000 housing projects:

  • INFONAVIT: 201,745

  • CONAVI: 102,829

  • SHF: 15,080

Additionally, 202,471 homes have been regularized, with INFONAVIT contributing 159,500 of these cases.

So far, 1.59 million people have benefited from measures such as debt forgiveness, frozen payments, restructurings, and settlements, 1.41 million through INFONAVIT alone, underscoring the institution’s pivotal role in stabilizing household finances and strengthening housing security.
