The Mexico City government announced its Works Program for 2023, through which it aims to turn the Mexican capital into a sustainable city with integrated mobility. The city government highlighted that works of a social nature will be prioritized to improve the infrastructure related to education, culture and public transportation.

The 2023 Works Program will allocate MX$23 billion (US$1.2 billion) to numerous projects in the Mexican capital, such as the "Chapultepec: Nature and Culture" project, line 3 of the Cablebús, the Santo Tomas campus of the Instituto de Estudios Superiores "Rosario Castellanos" (IESRC) and the CETRAM Indios Verdes. The funds will also be used in the rehabilitation and expansion of Line 12 of the Metro and the Mexico-Toluca Interurban Train, explained the Mexico City government via a press release. The plan also includes the substitution of over 1,000 minibuses to improve the city’s transportation units, as the Passenger Transport Network (RTP) will work with the Nacional Financiera (NAFIN). The Ministry of Works and Services (SOBSE) will also install 18,000 lights with LED technology, among other projects. The works also include a plant in Aragon that will help manage 1,200 tons of solid waste and maintenance in the areas of the Xochimilco, Cuauhtemoc, the Central de Abasto and Iztapalapa. The Mexico City government forecasts these works to be completed in December 2023.

This year, the Mexico City government also announced Social Development Fund (FONDESO) credits worth MX$500 million (US$26.6 million) for underdeveloped zones in the Mexico City metropolitan area, which will enhance businesses and self-employment capabilities. Major Claudia Sheinbaum explained that the project city seeks to strengthen the neighborhoods further from the city center, more specifically in the areas of Tlahuac, Milpa Alta, and Xochimilco, as reported by MBN.
