Mexico has eliminated 1,700 federal procedures and launched a digital investment window as part of Plan México, aiming to reduce bureaucracy, accelerate project approvals, and strengthen the country’s attractiveness for nearshoring and strategic investments.

Mexico’s federal government has eliminated 1,700 administrative procedures and launched a new digital platform aimed at reducing bureaucracy, accelerating project approvals and improving the investment climate, marking another step in the implementation of Plan México.

President Claudia Sheinbaum announced the measures as part of the government’s broader administrative simplification strategy, which seeks to reduce processing times, lower compliance costs and create a single digital entry point for investors. The initiative is being coordinated by the Agency for Digital Transformation and Telecommunications (ATDT) and complements recent efforts to fast-track strategic investments through a new federal approval mechanism.

According to the government, the simplification process has reduced the number of federal procedures from 7,000 to about 5,300. Authorities also reported a 34% reduction in requirements, a 52% reduction in processing times and a 56% decrease in the number of procedures that citizens and businesses must complete in person.

Digital Window Seeks to Centralize Investment Processes

A key component of the initiative is the National Digital Investment Window, which aims to centralize investment-related procedures across federal, state, and municipal governments.

The platform is designed to streamline project development by providing investors with a single portal through which permits, licenses and authorizations can be managed. Government officials have indicated that the system will eventually integrate hundreds of procedures that now require interactions with multiple agencies and levels of government.

The digital window forms part of Plan México, the federal administration’s strategy to attract investment, strengthen industrial development and capitalize on nearshoring opportunities. Officials have previously stated that the platform will reduce the number of investment-related procedures to about 32 core processes while significantly shortening approval timelines.

The initiative follows the government’s recent creation of the Office for Investment Promotion, which was established to coordinate and accelerate strategic projects deemed critical to economic development.

Investment Promotion Efforts Gain Momentum

The simplification measures come as the federal government intensifies efforts to attract private investment amid growing competition for nearshoring projects across North America. Earlier this month, the Office for Investment Promotion approved 22 strategic projects representing more than US$8 billion in investment, MBN reports. The projects span sectors including advanced manufacturing, electronics, automotive production, and technology.

The government has also introduced a fast-track approval mechanism that seeks to reduce authorization times for strategic investments to as little as 30 days, compared to processes that historically could take several months or even years.

Officials argue that reducing administrative burdens will improve Mexico’s competitiveness and provide greater certainty for domestic and international investors. The reforms are expected to support investments in sectors prioritized under Plan México, including manufacturing, logistics, energy infrastructure, and industrial development.
