Mexico to Invest US$1.57 Billion in 37 Water Projects

The Government of Mexico, through the National Water Commission (CONAGUA), announced an investment of MX$30.8 billion (US$1.57 billion) to carry out 37 strategic water projects across the country in 2025. These projects are expected to generate over 65,000 direct jobs and form part of the broader Plan México, a national initiative aimed at accelerating public works and stimulating investment and employment.

During the morning press conference, President Claudia Sheinbaum emphasized that these efforts involve federal, state, and municipal resources to enhance the scope and impact of the water infrastructure program, with a total six-year Investment of over MX$186 billion.

Efraín Morales, Director, CONAGUA, outlined that the overall investment planned throughout the six-year term includes the following key initiatives:

1. National Irrigation Modernization Program

With a total allocation of MX$62.8 billion for the full term and MX$7.71 billion in 2025, this program will modernize 17 Irrigation Districts. New projects in Michoacan, Sonora, and Tamaulipas will expand the area covered from 200,000ha to 240,000ha. Key components include the Tabasco Plan, which focuses on rehabilitating irrigation infrastructure and enabling water access during dry seasons, and the continuation of the Hydro-Agricultural Subsidy Program, which will receive over MX$1.65 billion in 2025 to promote efficient water use.

2. Priority Projects and Major Works

A total of MX$122.6 billion is allocated through 2030, with MX$22.08 billion to be invested in 2025 to initiate or accelerate 17 high-impact projects across several states, including: Rosarito Desalination Plant (Baja California), El Novillo Dam (Baja California Sur), San Francisco Aquaferico, Xpujil water networks, and China-Jardines Aqueduct (Campeche). 

Other projects include the Agua Saludable para La Laguna program (Coahuila), Zacualpan II Aqueduct Rehabilitation (Colima), Tunal II Dam (Durango), and Solis-Leon Aqueduct (Guanajuato). The project will also enhance water supply, sanitation, and flood protection works in Acapulco (Guerrero), Paso Ancho Dam (Oaxaca), Las Escobas Dam (San Luis Potosi), and Hermosillo Dam System (Sonora), among other works.

3. Infrastructure Maintenance and Additional Works

In 2025, MX$3.8 billion will be invested in maintenance and basic infrastructure works, including coordinated implementation of the Drinking Water, Sewerage, and Treatment Program (PROAGUA) with state governments.

4. River Sanitation and Restoration

An additional MX$1.1 billion will be allocated in 2025 to clean up and restore the Tula, Atoyac, and Lerma-Santiago rivers, aiming to improve water quality and environmental conditions.
