Puebla Awards Cablebús Contract to Doppelmayr Consortium

The Government of the State of Puebla has formally awarded public tender SPFA-OP-LPE-2025-165, confirming that the long-planned Cablebús system in Puebla will become a reality. The Ministry of Planning, Finance, and Administration (SPFA) tells MTP Noticias that five companies, including leading cable-transport system manufacturer Doppelmayr Mexico, will be responsible for constructing the system’s four lines.
According to the official tender documents, the project corresponds to the Integrated Project for the Construction of a Cable Transport System in the City of Puebla, one of the most ambitious mobility works of the administration. The tender was formally announced through the state’s public procurement process, which outlined the project scope, requirements, timelines, and financial structure for bidders.
A Five-Company Consortium Wins the Contract
Six companies initially registered for the state public tender. However, during the opening of technical and economic proposals, one company withdrew, leaving the following five participants; Doppelmayr México S.A. de C.V, LAAI S.A. de C.V, Gurcem S.A. de C.V, Impulsadora de Obra y Renta de Maquinaria Pesada S.A. de C.V and Favma Construcción S.A. de C.V.
The five companies formed a joint collaboration agreement and submitted a combined technical-economic proposal. On Nov. 28, 2025, the consortium was declared the winner of the procedure, officially securing the contract for the construction of Puebla’s Cablebús system.
The tender required a minimum net worth of MX$2 billion ($108.95 million) due to the scale and complexity of the project, which includes civil engineering, electromechanical systems, and advanced transportation infrastructure.
The SPFA confirmed that for 2026 alone, the state government allocated MX$1.5 billion (US$82.56 million) for the first phase of construction. The project’s execution timeline spans 1,431 calendar days, beginning Dec. 1, 2025, and scheduled for completion on Oct. 31, 2029.
However, the Governor of Puebla Alejandro Armenta says that the Cablebús lines will be inaugurated as each line is completed, rather than waiting for the full system to be finalized.
“When we examine the broader implications, it becomes clear that systems like Cablebús contribute to urban resilience. By offering an alternative to congested roads and fossil fuel-dependent transportation, it enhances the city’s capacity to cope with population growth and environmental challenges. Additionally, the project has generated local employment opportunities during its construction and operation phases, further boosting the economy,” writes Konstantinos Panagiotou for MBN.

Its participation in the Puebla Cablebús strengthens the system’s technical grounding, bringing global expertise from the world’s largest and most experienced cable-transport manufacturer.
Once completed, the system is expected to reduce travel times, improve connectivity in densely populated or hard-to-reach areas, and provide a modern, low-emission public transportation alternative aligned with the state’s long-term development strategy.
“Urban cable cars have emerged as an efficient, eco-friendly, and socially inclusive option. These systems stand out for their ability to connect hard-to-reach areas, such as mountainous regions or underserved communities, which have traditionally been neglected by other forms of transportation. Furthermore, cable cars have a positive impact on the local economy, as they tend to attract investments, create jobs, and revitalize the communities they traverse,” adds Panagiotou.
