SICT Reallocates New Resources to Mexico City’s Mobility Projects

The Ministry of Infrastructure, Communications and Transport (SICT) reallocated resources to accelerate the construction and upgrade of crucial transportation projects in Mexico City, including the Mexico-Toluca Interurban Train, a key federal infrastructure project.

On June 15, SICT and Mexico City’s authorities agreed to reallocate US$17 million to accelerate the construction of the Interurban Train. The resources will be used to construct the double-track railway that starts at a tunnel at the Mexico-Toluca Highway, passing by the Santa Fe station and finishing at the Transfer Center Observatorio Tunnel. The agreement, drafted by the Head of SICT, Jorge Díaz Leal, and Mexico City’s Major, Claudia Sheinbaum, modifies the pre-existing Coordination Agreement for Resource Allocation for the Interurban Train.

A day later, SICT announced another resource allocation of over US$212 million to allow Mexico City to carry out its Integrated Transport System for the eastern side of the Valley of Mexico Program. The resources will be used for upgrade works for Line A of Mexico City’s Metro, the acquisition of 12 new trains for the line, pedestrian infrastructure for the Santa Marta and Pantitlan intermodal transfer centers and the implementation of inclusive infrastructure within Line A’s stations, among other works.

Another project to be developed will be the Chalco-Santa Mata Trolleybus route, which will connect the State of Mexico with Mexico City using large-capacity buses. The project has been labeled as a priority and key for the national development. It will be carried out by La Peninsular Compañía Constructora and Alcance Total. 

According to SICT, the buses to be acquired must have an 18m length, capacity for 160 passengers, security cameras and adequate spaces for people living with disabilities. The recently reallocated resources must be used for the payment of ordinary, extraordinary and additional economic assessments, as well as cost adjustments regarding civil work, electromechanics, supervision, services, consultancy, studies and project contracts. 

In total, SICT reallocated around US$229 million. Under the new agreement, the parties committed to using the resources adequately and transparently, complying with the current legislation regarding public  information access without breaching confidentiality. Mexico City’s authorities said they would execute the projects by carrying out tenders, as well as would deliver monthly progress reports on material, finance and overall matters to SICT.

In April 2022, SICT announced a resource reallocation of over US$47 million to Mexico City, with the aim to facilitate the development of the Mexico-Toluca Interurban Train. Nevertheless, the project's development has shown no significant progress yet.
