Q: What is your background in the construction sector, and how did you become general manager of administration for Grupo Tres R?

A: I am a civil engineer with a solid 25-year career in the construction sector. I hold a Master’s in Structural Calculation and certifications from PMI in project management and from IPADE Business School in business administration, management, and marketing.

My professional journey has allowed me to develop in various areas, from technical roles in quality, environmental, and safety systems, to positions such as site technician and resident engineer, and leadership roles, including superintendent, project manager, and operations manager. Currently, I serve as the general manager of Grupo Tres R Termotécnica, operating under the commercial brand BID Construcción.

My experience has primarily been in infrastructure projects, roads, and highway concessions, most exceeding US$200 million (MX$4 billion). This led me to Mexico in 2014 through Mota-Engil. In 2017, I took on the challenge of leading Grupo Tres R Termotécnica, a company undergoing recovery and revitalization after being acquired by BID Group in 2014.

 

Q: With more than 25 years of experience in this field, what moment or project do you consider pivotal in your career and why?

A: My extensive experience managing large-scale and complex construction contracts helped me develop a comprehensive understanding of management, considering the various stakeholders and their needs. On a different scale, this experience aligns with the needs of a company and its stakeholders.

This knowledge, combined with my arrival in Mexico — a country with significant development and growth opportunities — the insights I gained into the construction market, and the trust placed in me by BID Group, allowed me to achieve my professional goal of becoming the general manager of a company.


 

Q: In your daily role as general manager of an established company like BID Construcción, what are the main challenges you face, and how do you address them?

A: In the competitive construction sector, a general manager faces key challenges. For instance, ensuring project profitability and efficiency, adapting to economic volatility, attracting and retaining talent, and maintaining effective communication with stakeholders. At BID Construcción, strategic leadership, adaptability, and operational excellence are essential. To achieve this, we prioritize rigorous planning, diversification, transparency, collaboration, and professional development.

 

Q: How was BID Construcción: founded, and what vision drove its creation?

A: BID Construcción was founded by a group of construction and engineering professionals who identified the need for comprehensive and highly specialized solutions focused on public and private infrastructure projects. From the beginning, our vision was to become an industry leader, characterized by innovation, commitment to quality, and a constant pursuit of excellence in every project we undertake. This vision led us to build a multidisciplinary team capable of covering all phases of a construction project, from planning and design to execution and maintenance.

A: BID Construcción provides a comprehensive portfolio covering project planning and design, construction, equipment installation, and infrastructure maintenance. We specialize in civil works, electromechanical projects, hydraulic infrastructure, energy projects, and renovations. What sets us apart is our holistic approach: we assign multidisciplinary teams to each project, ensuring complete, efficient, and high-quality solutions. Additionally, our internal management system and use of cutting-edge technology optimize time and costs while maintaining safety and sustainability as core principles.

 

Q: How do you handle the complexity of remodeling and maintenance projects for public spaces, considering the requirements for government buildings, parks, and schools?

A: The key is detailed planning and coordination. Before any intervention, we conduct a thorough assessment covering structural, functional, and aesthetic aspects. Soon after, we:

  • Develop a construction plan with schedules and phases to minimize disruptions for users and visitors.

  • Strictly adhere to safety and accessibility regulations, considering these are high-traffic spaces.

  • Use durable, low-maintenance materials that withstand public use.

  • Engage with the community and authorities to align projects with the real needs of each space (parks, schools, government buildings), enhancing the quality of life and services for users.

 

Q: Regarding hydroelectric plants, what challenges arise when dismantling and assembling components such as turbines and generators, and how do you ensure safety and efficiency throughout the process?

A: The main challenges lie in technical precision and handling large, heavy equipment. To address these challenges, we:

  • Employ engineers and technicians specialized in heavy machinery maintenance and assembly.

  • Develop a rigorous maneuvering plan covering lifting, disassembly, and assembly, validated through structural and risk analysis.

  • Use safety equipment and provide continuous training to personnel, ensuring compliance with official standards and international regulations (OSHA, ISO, among others.).

  • Implement real-time monitoring systems to ensure efficient installation and prevent prolonged operational downtime.

 

Q: When building or rehabilitating potable water and drainage lines, what strategies do you use to minimize environmental impact and ensure service quality?

A: We focus on sustainable design and appropriate technology for each area. For instance, we use directional drilling techniques to reduce the need for large trenches, minimizing environmental and urban disruption. Additionally, we conduct environmental studies (soil, flora, fauna) to tailor execution to the site’s characteristics, we use long-lasting materials with low leakage risk, improving service quality for the community, and coordinate with authorities and residents to develop work plans that minimize water supply interruptions or traffic disruptions, ensuring timely communication.

 

Q: What types of civil and electromechanical maintenance and renovation work do you perform on potable water wells and wastewater pumping stations, and how does this impact water supply and sanitation?

A: For potable water wells, we perform structural cleaning and rehabilitation, pump and pipeline maintenance, and install or upgrade automated control systems. In wastewater pumping stations, we focus on sediment removal, pump system repairs, and installing ventilation and deodorization systems to improve environmental conditions. These services are crucial for maintaining a continuous and safe potable water supply, preventing drainage system failures, extending infrastructure lifespan, improving sanitation levels, and reducing contamination risks.

 

Q: How do your integrated rainwater harvesting, storage, and utilization systems work and what are the key benefits for your clients?

A: These systems collect rainwater from roofs, covers, and other catchment areas, channeling it through pipes into specialized storage tanks, where it undergoes filtration and treatment for irrigation, cleaning, sanitary use, or, in some cases, potable use. Key benefits include cost savings on potable water consumption and reducing groundwater overexploitation.
