SEMOVI Updates Rules for Hazardous Materials Transport
The Mexico City Ministry of Mobility (SEMOVI) is changing its Mobility Law aiming to ensure optimal, safe, and efficient conditions for public freight transport operations in the capital.
Among the key changes, Art. 120 now requires that vehicles used for the transport of toxic or hazardous substances obtain a Safety Certificate, verifying the operator’s knowledge and proper handling of such materials. Foreign-registered vehicles must present an import permit, while used vehicles must provide proof of official deregistration before being approved for service.
Additionally, Art. 126 introduces two new specialized driver licenses: Type E12, for operators of specialized transport as designated by SEMOVI, and Type E13, exclusively for drivers of vehicles transporting toxic or hazardous materials.
To obtain Type C, D, or E licenses, drivers must hold a Type A license with at least three years of validity. In the case of licenses issued by other federal entities, applicants must verify that their documents are valid and meet the required experience criteria.
Finally, Art. 128 specifies that applicants for a Type E13 license must demonstrate sufficient knowledge in operating vehicles that carry toxic or hazardous substances.
