The Ministry of Economy of the Government of Nuevo León has signed a collaborative agreement with logistics provider UPS México aimed at strengthening the trade capabilities of micro, small, and medium-sized enterprises (MSMEs) and driving international exports across the state.
The alliance establishes preferential discounts on domestic and international logistics services, targeted educational workshops, and specialized advisory programs. The effort is designed to simplify export processes, optimize supply chains, and assist local business owners in navigating active international trade agreements to capitalize on foreign market demand.
Strategic Support for High-Growth Employment Sectors
The state's economic leadership highlighted the urgency of supporting small enterprises, emphasizing their growing weight in the regional labor market. According to government figures, more than 40,000 formal jobs were generated in Nuevo León during the first half of 2026. While manufacturing remains a major pillar, local officials noted that commercial and service activities account for half of the new positions created in the state.
"Many entrepreneurs and owners of these micro and small businesses represent a major boom right now. We are very proud of how manufacturing serves as a benchmark in Mexico and how Nuevo León impacts the national landscape, but the other 50 percent of new jobs are generated by services and trade, many driven by small businesses. That is where we see a much greater need to support the entire segment," said Betsabé Rocha, Secretary of Economy of Nuevo León.
Rocha Nieto added that the alliance strengthens economic development by generating new business opportunities for local entrepreneurs and consolidating Nuevo León’s standing as an attractive destination for productive investments.
Financial Incentives and Preferential Rates
Under the terms of the agreement, companies registered in the state-sponsored "Hecho en Nuevo León" (Made in Nuevo León) program can access logistics discounts using the promotional code HECHOENNL.
Furthermore, businesses opening new accounts with UPS México will receive tiered discount structures applicable to both domestic and international shipments. Companies shipping directly from UPS México Customer Centers across the region will also receive preferential rates designed to lower barrier entry costs for smaller commercial ventures.
Specialized Training and Global Value Chains
Beyond commercial discounts, the agreement establishes a framework for continuous professional education. Companies affiliated with the Ministry of Economy will join the SME Training Program. The curriculum covers core trade disciplines, including:
- Identification of international export opportunities
- Cross-border e-commerce operations
- Customs documentation and regulatory compliance
- Packaging and consumer experience requirements
For industrial enterprises in sectors such as automotive, manufacturing, electronics, and high-tech, the partnership will offer specialized collaborative workshops and technical webinars.
"At UPS, we share the objective of promoting education to help leaders of MSMEs access the international trade arena. This alliance seeks to strengthen the competitiveness of Nuevo León businesses by bringing them logistics solutions and knowledge so they can integrate into global value chains efficiently and sustainably," said Gonzalo Ramírez, Business Development and Key Account Manager for the Northeast Region, UPS México.
Economic Context: Surge in Foreign Trade
The agreement comes at a time of sustained growth for Nuevo León's export sector. Data from the National Institute of Statistics and Geography (INEGI) shows that during the first quarter of 2026, foreign sales from Nuevo León reached US$14.537 billion. This figure represents a 10.1% increase compared to the same period in 2025, driven by manufacturing capacity and competitive positioning in international markets.
