US, Ukraine Sign Landmark Deal on Critical Minerals and Recovery

Ukraine and the United States have signed new agreements related to a natural resources partnership, a key priority for US President Donald Trump and a key component for maintaining continued military support to Kyiv.

The agreements mark a significant step toward finalizing a profit-sharing arrangement designed to attract US investment in Ukraine’s natural resource sector. According to Ukraine’s Ministry of Economy, two documents were signed this week, detailing the structure and operation of a joint investment fund between Kyiv and Washington. The fund will be partially financed through tax revenues from newly issued extraction licenses and other related payments. The United States is expected to support the fund either through direct investment or continued military assistance.

United States-Ukraine Deal

On April, the United States and Ukraine signed an agreement to share future profits from Ukraine’s vast mineral and energy reserves. The deal is designed to encourage continued US investment in Ukraine’s defense and post-war recovery while addressing domestic concerns over the scale of US aid to Kyiv.

Ukraine is believed to hold significant deposits of critical minerals like lithium, titanium, and graphite, key resources for renewable energy, defense technologies, and infrastructure. The US Treasury described the deal as a step toward “lasting peace and prosperity,” and announced the creation of a joint US-Ukraine Reconstruction Investment Fund to support Ukraine’s economic rebuilding. 

The fund acknowledges Washington’s extensive material and financial support since Russia’s full-scale invasion in February 2022. It also explicitly excludes any Russian-affiliated individuals or entities from benefiting from Ukraine’s reconstruction. For Ukraine, the deal is vital for unlocking future US military support. Deputy Prime Minister Yulia Svyrydenko, who signed the agreement in Washington, stated the partnership would include projects in energy and mining while ensuring Ukraine retains ownership of its resources.
