State of Mexico To Improve Mobility Through Plan Colibrí

One month after Delfina Gómez became Governor of the State of Mexico, she is introducing "Plan Colibrí," which involves 100 actions designed in response to the state’s needs for sustainable and comprehensive mobility.
The plan, introduced alongside Minister of Mobility Daniel Sibaja, involves a comprehensive set of actions based on 10 pillars, which aim to substantially and immediately impact the lives of the State of Mexico’s residents.
These pillars include fighting corruption, ensuring safe mobility, addressing the issue of concessional public transportation, unifying the integrated mobility network in the Metropolitan Zone of the Valley of Mexico into a single system and promoting active mobility.
The plan also includes actions to address insecurity. Mexico saw 8,356 reported robberies on public collective transportation during the January-May 2023 period, with more than half of them taking place in the State of Mexico. Of the 4,409 robberies that took place in the state during that period, over 90% involved violence.
Sibaja mentions that the Ministry of Mobility met with the Ministry of Security and the General Prosecutor's Office of the State of Mexico, in which they discussed the creation of an intelligence network that addresses security issues in public transportation.
The first ten actions for sustainable mobility are detailed in a video shared by Sibaja through the X platform. The first is an anti-corruption line aimed at fighting corruption and extortion in procedures and services, giving attention to citizen complaints and suggestions.
The second action involves safe transportation through coordinated moves by the Ministry of Security and the state's Prosecutor's Office, which will carry out special operations to ensure the safety of passengers and operators. The third involves transforming public transportation and devising an emergency road repair program, through which regional work groups with concessionaires will be established.
The fourth action involves a single mobility card that will standardize payment methods across all Mexicable and Mexibus lines. The fifth aims to construct a new Mexicable in Naucalpan and implement a Metromex to enhance mobility in the Valley of Mexico and Toluca. The sixth point mentions the completion of the Chalco-Santa Martha trolleybus, expected to be inaugurated in February 2024.
The seventh action involves an expansion of the bike lane network to reduce travel times in Toluca and the Metropolitan Zone of the Valley of Mexico. The eighth point concerns aligning and coordinating the Mobility Law and supervising the Technical Norm for towing services.
The ninth action involves creating three "Colibrí Routes" departing from Ciudad Azteca, Pantitlan and Tezoyuca to establish connectivity to the Ecological Park Lago de Texcoco. The tenth action concerns an intersectional gender network that prioritizes safe and accessible mobility to combat gender-based violence in public transportation.
