The Government Evaluates Fracking Pilots in Tamaulipas, Coahuila

Mexico is evaluating potential pilot hydraulic fracturing projects in Coahuila and Tamaulipas to reduce its seventy-five percent reliance on imported natural gas. This policy shift directly affects state energy operator PEMEX, heavy industrial end-users, and cross-border fuel suppliers navigating shifting trade dynamics. However, long-term development hinges on resolving critical regulatory gaps, expanding gas storage infrastructure, and establishing stringent environmental oversight frameworks.

President Claudia Sheinbaum is evaluating potential pilot hydraulic fracturing projects in the northern states of Coahuila and Tamaulipas to boost domestic natural gas production. The potential expansion of unconventional extraction represents an effort to reduce the country's reliance on natural gas imports from the United States.
According to a report by Reuters citing four sources familiar with the discussions, federal authorities and PEMEX are considering a much broader deployment of hydraulic fracturing technology across domestic plays. While President Sheinbaum previously opposed the practice due to environmental concerns, she recently indicated that newer extraction techniques offer lower environmental impacts and improved water efficiency. A specialized panel of geological, water, and environmental experts recently delivered its findings to the presidency to guide the final decision, with PEMEX positioned to launch initial pilot operations as early as September 2026 if approved.
PEMEX currently produces an average of 4.84Bcf/d of natural gas alongside 1.65MMb/d of crude oil and condensate. With conventional reserves experiencing ongoing declines, unconventional resources represent the primary path toward expanding national output. The NOC's strategy through 2035 targets a phased development of unconventional fields, projecting modest output between 2026 and 2028 before scaling up to larger volumes starting in 2029. Under this framework, cumulative extraction through 2030 is projected at 197MMb of crude oil and 303 billion ft³ of natural gas from an overall resource potential estimated at 64 billion barrels of oil equivalent.
Company data and investigative findings reported by Reuters show that PEMEX has drilled 25 exploratory wells across the Sabinas-Burro Picachos, Burgos, and Tampico-Misantla basins, in addition to implementing hydraulic fracturing at the Chicontepec project. Expanding these operations involves distinct regional challenges, as Coahuila is governed by an opposition administration, Tamaulipas presents security risks linked to organized crime, and parts of the Tampico-Misantla basin face severe local water scarcity.
Reuters also notes that although the Tampico-Misantla basin holds Mexico's largest unconventional hydrocarbon potential, government assessments are prioritizing an area within the Burro-Picachos platform in Coahuila near the United States border. This sparsely populated region lies adjacent to the Eagle Ford formation in Texas, which produced 4.3Bcf/d of gas in June, a volume comparable to PEMEX's entire national production. Scaling intensive unconventional operations would require hundreds of wells and continuous capital deployment to offset the rapid decline rates typical of shale formations.
Sheinbaum Administration Stance on Hydraulic Fracturing
The administration of President Claudia Sheinbaum has initiated a policy evaluation regarding non-conventional natural gas exploitation through hydraulic fracturing. Driven by supply gaps, with a 75% reliance on imports from Texas, the government aims to expand domestic output to reduce exposure to international market disruptions.
Pointing to this dynamic at Mexico Energy Forum 2026, Juan Paulo Cervantes, Commercial Director, Solensa, emphasized that while imported gas will remain a competitive commodity for over 15 years, pipeline connectivity alone cannot guarantee supply security without dedicated storage capacity. Cervantes noted that Mexico currently holds 2.8GW of natural gas storage capacity compared to over 100GW in Europe and the United States, leaving the domestic energy grid exposed when supply chains experience unexpected operational disruptions. “We need to close that gap. Infrastructure connectivity and storage are not the same thing, and confusing the two leaves us exposed. Resilience requires alternatives, not just pipes but the capacity to absorb disruption when supply chains fail," he added.
To address environmental concerns, the administration established a multidisciplinary scientific committee to conduct a technical and environmental evaluation. Coordinated by SENER and SEMARNAT, and led by Rosaura Ruíz of SECIHTI, the panel includes UNAM President Leonardo Lomelí alongside researchers and directors from IPN, UAM, state universities in Tamaulipas, Nuevo Leon, Veracruz, and Coahuila, the Mexican Petroleum Institute (IMP), and the Mexican Institute of Water Technology, as reported by MBN.
The committee is evaluating technical approaches such as biodegradable chemical additives, water recycling systems, and the use of mine runoff or saltwater to assess whether shale reserves can be extracted with lower ecological impacts. While civil society organizations argue that environmentally sustainable hydraulic fracturing remains unviable, federal officials state that the scientific panel's report will determine the final policy decision.
While the administration treats the panel's review as a key policy input, Jesús Pablo-Dorantes, Environmental Vice President, CARAL, emphasizes that formal commercial deployment requires broader regulatory processes. Beyond expedited technical reviews, long-term basin development involves comprehensive Strategic Environmental Assessments (SEA) to evaluate cumulative ecological impacts, mandatory consultations with local ejidos and indigenous communities under international agreements, and formal project-level Environmental Impact Assessments (EIA) administered by autonomous regulatory bodies including ASEA.
