The Mexican Petroleum Institute and the Veracruz State Energy Agency signed a collaboration agreement to advance technological transfer, municipal energy planning, and greenhouse gas inventories across Veracruz's energy ecosystem. By leveraging IMP's scientific infrastructure and local regulatory frameworks, the partnership strengthens technical capacity for regional refining, gas, and sustainable energy projects. This initiative directly affects energy operators, municipal governments, and industrial suppliers operating in eastern Mexico.

The Mexican Petroleum Institute (IMP) and the Veracruz State Energy Agency (AEEV) signed a General Collaboration Agreement to establish a joint strategic agenda across energy planning, technological innovation, environmental protection, and specialized human capital development. The agreement was formalized during the 7th International Congress of Energy, Refining, Gas, and Petrochemicals, held at the World Trade Center in Boca del Río, Veracruz.

The bilateral alliance combines IMP’s scientific research and engineering capabilities with AEEV’s state administrative framework to address specialized technical requirements across Veracruz's energy ecosystem. Under the terms of the agreement, both institutions will deliver specialized technical services to public sector entities and private commercial companies operating throughout the state. These services encompass technological planning, organizational design, technical training, and institutional knowledge management designed to enhance operational efficiency across regional energy projects.

To support regional industrial capacity, the partnership establishes a technical framework for applied research, technological assimilation, and technology transfer tailored to specific regional industry needs. IMP and AEEV will organize regular working sessions, technical forums, workshops, and specialized encounters to facilitate knowledge exchange and build formal operational linkages among public institutions, academic bodies, research centers, and private sector enterprises across Veracruz.

Per the agreement, IMP and AEEV will execute technical data exchanges to support the compilation of comprehensive municipal greenhouse gas (GHG) inventories, the generation of social impact indicators, and the integration of modern technological solutions across regional energy infrastructure.

Additionally, the framework incorporates targeted training programs for municipal authorities across Veracruz's primary energy-producing regions. The training modules aim to equip local government officials with technical tools to improve decision-making in municipal energy efficiency, public lighting management, and sustainable local infrastructure development, ensuring regional communities actively participate in economic opportunities generated by energy sector investments.

Alignment with National Technology and Energy Strategy

The agreement bolsters IMP’s positioning as Mexico’s primary scientific research and engineering institution for the energy sector. In Aug. 2026, IMP extended its technical service contract with PEMEX through Dec. 31, 2030, building on a technical service framework established in 2019 to maintain core exploration, refining, and petrochemical support. In Jan. 2026, the institution launched joint operational programs with PEMEX to cut emissions across processing facilities, targeting a cumulative 6.1% reduction in industrial energy consumption by 2030 and annual emissions reductions of up to 1.8 million metric tons of CO2 equivalent.

The joint initiative also reinforces AEEV’s state mandate to expand regional supply chain participation. In July 2025, AEEV partnered with the National Commission for the Efficient Use of Energy (CONUEE) and the Government of Veracruz to institute municipal energy audits across the state and lower electricity intensity in public and industrial facilities.
