Mexico's New Fracking Plan Inhibited by Costs, Not Environment

Mexico’s proposal to evaluate conditional hydraulic fracturing seeks to reduce the country’s 75% dependence on US natural gas imports through strict environmental and geographic safeguards. While environmental groups have rejected the concept of “sustainable fracking,” critics overlook a central challenge facing the government’s initiative: tight regulatory constraints, high capital requirements, and lengthy development timelines could limit the commercial scalability of shale production in the short to medium term. Experts therefore argue that Mexico should prioritize investments in gas-flaring reduction, underground storage, conventional gas development, and utility-scale renewable energy to strengthen energy security.

In early August, President Claudia Sheinbaum unveiled a preliminary study conducted by a 54-member multidisciplinary committee of scientists and specialists evaluating non-conventional gas extraction in Mexico. The study is part of a broader push by the federal administration to examine what it calls a “conditional” or “technologically updated” form of hydraulic fracturing intended to reduce the nation’s reliance on natural gas imports from the United States. 

The preliminary report outlines 10 key recommendations for potential shale gas exploration, imposing strict technical and spatial conditions. Most notably, the committee declared hydraulic fracturing in the Tampico-Misantla basin socially and environmentally inviable, prompting the president to announce a forthcoming decree banning extraction in the region. Instead, exploratory evaluation is restricted to the Sabinas-Burro-Picachos and Burgos basins in northeastern Mexico, under the mandatory condition that operations prohibit the use of freshwater and rely exclusively on deep saltwater or non-potable sources, alongside closed-loop recycling systems. 

Civil society organizations and environmental activists immediately pushed back against the administration's framework. A coalition of more than 30 non-governmental organizations, including the Alianza Mexicana contra el Fracking, Greenpeace México, and the Centro Mexicano de Derecho Ambiental (CEMDA), issued a joint statement rejecting the concept of "sustainable fracking" as greenwashing. Activists argued that no technological adjustments can eliminate structural risks such as toxic flowback fluids, induced seismicity, and methane emissions, while rejecting the premise that energy sovereignty justifies ecological degradation.

Nevertheless, by explicitly excluding urban population centers and sensitive shallow watersheds, the government tacitly acknowledged that hydraulic fracturing is neither harmless nor sustainable. In practice, officials are arguing that the environmental, human, and political trade-offs are worth making to signal a commitment to energy sovereignty, with natural gas imports from Texas supplying approximately 75% of domestic consumption.

However, given that deep-saltwater requirements and closed-loop mandates entail high capital expenditures and low short- to medium-term financial returns, few commercial projects are likely to develop, leaving responsibility to the heavily indebted state oil company, Pemex. Consequently, the central issue is not whether fracking can be rendered sustainable, but whether allocating state resources to the initiative is justified when lower-cost alternatives exist to reduce energy dependence.

Strict Operational and Spatial Parameters

The federal government’s conditional proposal rests on the diagnostic findings of the 54-member panel convened under the Ministry of Science, Humanities, Technology, and Innovation (Secihti), alongside researchers from the National Autonomous University of Mexico (UNAM), the National Polytechnic Institute (IPN), the Autonomous Metropolitan University (UAM), and the Mexican Petroleum Institute (IMP). The panel’s primary objective was to assess whether non-conventional shale reserves could be developed without compromising domestic water security or triggering environmental damage in agricultural corridors.

Central to the committee’s 10 recommendations is an absolute prohibition on using freshwater from shallow aquifers, rivers, or municipal systems. Operators must demonstrate the existence of deep saltwater tables located at depths exceeding 1,000m and geologically isolated from drinking water supplies before receiving exploration permits. Furthermore, the government announced plans to initiate exploratory well drilling to verify subsoil hydrology and gas viability in northern basins.

“We are going to do it. We are going to start seeing if there is water, seeing if there is gas before anything else, and having the experts continue to accompany us,” Sheinbaum said during the announcement. To mitigate social friction, the administration agreed to formalize a presidential decree banning non-conventional extraction in the Tampico-Misantla basin while mandating prior consultation with Indigenous and agrarian communities in permitted northern regions.

Environmental Coalition Rejects "Sustainable Fracking" Claims

Environmental advocacy groups and civil society networks vehemently rejected the government’s technical framework, asserting that hydraulic fracturing cannot be made environmentally safe through regulatory conditions. More than 30 organizations, including CartoCrítica and the Frente Noreste Sin Fracking, argued that the creation of a scientific panel was intended to legitimize extraction rather than objectively evaluate whether it should be prohibited on environmental grounds.

Critics pointed out that using deep saltwater fails to resolve the problem of toxic flowback returning to the surface. As high-pressure fluids fracture shale formations, the resulting wastewater can carry heavy metals, solvents, and naturally occurring radioactive materials (NORM), which pose significant disposal and spill risks. Furthermore, high-pressure fluid injection into deep subterranean layers can trigger induced seismicity regardless of fluid salinity. 

"Energy sovereignty will not be achieved by sacrificing communities, life, and their territories with fracking," declared Greenpeace México in response to the study. Greenpeace and other organizations emphasized that the government was not actually assessing whether Mexico should enact a complete constitutional ban on fracking, but rather how the country could “use fracking with less guilt.” 

Capital Costs and Infrastructure Deficits Favor Practical Alternatives

What these organizations miss is that the government has all but admitted that fracking is not environmentally friendly or sustainable. The prohibitions on freshwater usage and extraction near populated basins, in addition to requirements for deep-saltwater sourcing, closed-loop recycling signal that very reality. Indeed, the core question addressed by the academic study was not whether fracking is sustainable, but — in Sheinbaum’s own words — “how technological advances developed over the last decade can be leveraged to reduce the environmental footprint of non-conventional extraction compared to traditional methods.”

The real question is whether the initiative would even reduce Mexico’s energy dependence on the US. Industry analysts and energy economists indicate that commercial-scale shale projects are unlikely to materialize under the government's strict parameters. Writing in El Economista, financial columnist Marco A. Mares notes that Mexico is arriving "a quarter-century late" to the shale revolution. Mares emphasizes that converting prospective figures into proven, economically viable reserves requires extensive technical studies and financial commitments that the country may not have the time or budget to sustain.

Echoing this skepticism, energy industry analyst Ramsés Pech of Caraiva y Asociados argues that while extraction may be technically feasible, moving from pilot wells to an operable commercial industry faces severe contractual, financial, and infrastructure bottlenecks that could take a decade or more to resolve. Developing unequipped northern basins under strict environmental mandates requires establishing specialized water treatment facilities, deep saltwater supply networks, and continuous closed-loop recycling infrastructure — investments that remain cost-prohibitive compared to cheap, abundant pipeline imports from the Texas Permian Basin.

Given these economic impediments, experts argue that federal resources would yield far greater energy security if deployed toward four existing infrastructure alternatives, most of which either have no environmental cost or are actively sustainable:

  1. Capturing Pemex’s Flared Gas: State oil company PEMEX currently burns off hundreds of millions of cubic feet of associated natural gas daily due to inadequate processing infrastructure. Capturing this wasted gas provides immediate domestic supply without drilling new non-conventional wells.
  2. Accelerating Conventional Fields: Investing in proven onshore and shallow-water conventional gas fields, such as Ixachi and Quesqui, offers a lower regulatory burden and faster development pathways.
  3. Constructing Strategic Gas Storage: Mexico currently holds less than three days of natural gas storage reserves. Developing underground storage caverns in depleted fields would cushion the national grid against sudden Texas supply disruptions far more effectively than long-term shale projects.
  4. Expanding Utility-Scale Renewables: Deploying solar, wind, geothermal, and battery storage projects directly reduces the volume of natural gas required for electricity generation.
