PEMEX Causes Brief Fuel Shortages

Drivers in the Monterrey metropolitan area reported several fuel shortages yesterday that were caused by logistical issues in PEMEX’s fuel supply infrastructure. Similar shortages were also reported in the states of Michoacan, Queretaro and Guanajuato. While the shortages were concentrated in service stations not labeled with the PEMEX brand, they were nonetheless connected to PEMEX’s supply and distribution network, according to a report from Oil & Gas Magazine.

PEMEX Discovery Could Coincide With Eni’s Prolific Development

CNH has given PEMEX permission to pursue exploratory drilling at a shallow water field that encroaches on an assignment controlled by supermajor Eni. The discovery of the Atoyatl-1EXP exploratory well, which falls under assignment AE-0149-M-Uchukil, is expected to infringe upon the Mizton field of the Italian IOC. The Atoyatl well represents the highest probability of geological success and is estimated to contain the largest oil resources within the NOC’s allocation. CNH has proposed for the shallow water conventional reservoir to be shared by the two companies. This would represent the second case of unionization between PEMEX and a private operator, the first being the controversial Zama oil field, which led to a drawn-out arbitration case with American service provider Talos Energy.

PEMEX Announces New Upstream Construction Tenders

PEMEX announced new tenders for upstream construction and maintenance contracts this week, including requests for construction services consisting of installation, maintenance and repairs of interior and exterior protection systems for PEMEX pipelines, as well as further construction at a separation battery. PEMEX assets involved in the tenders are all located onshore and can be counted among the NOC’s older assets at Samaria-Luna, Macuspana-Muspac, Cinco Presidentes and Bellota-Jujo. The press release calling for bids stipulates that the deadline for proposals is May 27. The winner of the tender, which will abide by the NOC’s new SISCeP procedure, will be announced on June 11.

Iberoamericana de Hidrocarburos to Drill Tlacuache-1EXP Well

CNH authorized Iberoamericana de Hidrocarburos to proceed with drilling at Tlacuache-1EXP in Nuevo Leon. The onshore exploratory well is part of the base scenario within an existing exploration plan, approved by the regulator through resolution CNH.E.73.004/2018 from Dec. 20, 2018, which corresponds to the previous contract CNH-R02-02-A1.BG/2017. The hydrocarbons that the Monterrey-based company expects are gas and condensate accumulations, which Iberoamericana identified in the vertical meter interval from 1 ,426 to 2,793m. The contractor intends to drill through an S-type trajectory up to 2,793m vertical to explore a geological column in the Jackson formation.

CNH Approves Changes to Perseus’ Contract

CNH approved Perseus Fortuna’s request to modify its Evaluation Program for contract CNH-R01-L03-A9/2015. The 21.978km² onshore field is located in Macuspana, Tabasco. The project’s production is currently focused on wet gas, gas and condensate at 1.14Mcf/d as of March 2022, with a further 92Mb/d of oil produced. The modification was mainly needed due to a series of technical and economic discrepancies from the original plans, which have resulted in a reduced estimation of the number of wells to be drilled. The Mexican independent oil company made the discovery of crude oil in the community of Belen in 2019, having been granted exclusive control to explore the area following a 2015 bidding round. Perseus workers found oil by accident when drilling under a house in search of water.
