PEMEX Warns Suppliers Against Fee-Based Payment Intermediaries

PEMEX has issued a warning to its  suppliers, urging them to avoid dealing with so-called “middlemen” or “managers,” commonly known as coyotes, who claim they can expedite payments from the state oil company in exchange for a commission. President Claudia Sheinbaum emphasized that all payments will be made directly and transparently, without the involvement of intermediaries.

Despite reducing its debt by 20% from a peak of MX$506 billion in 4Q24, PEMEX still owed approximately MX$404 billion (US$21.7 billion) to suppliers as of the end of 1Q25. The backlog has prompted public pressure from key industry groups, including the Employers Confederation of Mexico (COPARMEX), the Mexican Chamber for the Maritime Transportation Industry (CAMEINTRAM), the Mexican Chamber of the Construction Industry (CMIC), and the Mexican Association of Oil Service Companies (AMESPAC). 

These organizations warn that delayed payments have already led to partial shutdowns in critical segments of Mexico’s oil and gas supply chain and caution that further delays could result in more severe disruptions. They are urging PEMEX to accelerate disbursements to avoid further impact.
