Electoral Reforms Plan B / AICM Taxi Protests

Electoral Reform. Following the rejection of the initial Electoral Reform in the Chamber of Deputies, President Claudia Sheinbaum stated the outcome was not a defeat and announced the submission of a Plan B to Congress on Mar. 16, 2026. This alternative initiative aims to eliminate privileges and reduce public resource allocation for local congresses and municipalities. Key points include establishing budget caps for the Senate and local legislatures, expanding citizen participation in public consultations regarding party funding, and adjusting the revocation of mandate timeline to occur in either the third or fourth year of an administration.
Standardization of Femicide Investigations. President Sheinbaum announced a national initiative to be presented this month to standardize the methodology for investigating femicides. Drawing from the model implemented by Ernestina Godoy in Mexico City, the goal is to achieve zero impunity across all states. The proposal emphasizes that because most cases are committed by individuals close to the victim, state prosecutors require a unified, effective investigative framework.
2026 World Cup and Regional Security. The President assured that the 2026 FIFA World Cup remains on track despite armed conflicts in the Middle East involving the United States. She stated that the security risk for Mexico is considered very low because the country is not involved in these international disputes and maintains a diplomatic stance for peace.
Border Security and Drug Trafficking Responsibility. Regarding drug trafficking, Sheinbaum stated that the United States must take greater responsibility within its own borders. While acknowledging Mexico's role in reducing violence and production, she questioned the lack of information regarding US-based distribution networks, domestic manufacturing, and the destination of illicit funds generated from fentanyl sales on US streets.
AICM Taxi Protests. Addressing recent protests by taxi drivers at the Mexico City International Airport (AICM), President Sheinbaum acknowledged their concerns regarding app-based transport services. She noted that while concessioned taxis pay fees to operate at the terminals, digital platforms do not. However, she urged taxi drivers to moderate their fares as part of an ongoing dialogue to resolve the dispute, which may include designating specific, safer zones for platform pick-ups.
