Espionage Allegations/Edmundo Jacobo Molina Case
AMLO Denies Espionage Allegations. There have been allegations that the Mexican military has been engaging in illegal surveillance activities against human rights defenders and journalists. These accusations were brought to light in a report by Animal Politico, which was subsequently covered by other news outlets including Aristegui Noticias, Proceso, and Artículo 19.
In response to these allegations, President López Obrador said there is no illegality when it comes to intelligence activities, and that the purpose of these activities is to gather information on organized crime. Moreover, he claimed that the military's intelligence activities were coordinated with the Center of Intelligence of the State.
However, internal documents from the Ministry of Defense (SEDENA) have surfaced, revealing the military used a secret intelligence structure to conduct surveillance against human rights defender Raymundo Ramos, in an attempt to interfere with investigations into extrajudicial executions in Nuevo Laredo, Tamaulipas. These documents also suggest military's activities were conducted with the knowledge of high-ranking officials within SEDENA.
Regarding the case of Raymundo Ramos, the president said he had not been informed why there had been surveillance, nevertheless, he reiterated his trust in the military. He emphasized that there was no instruction to spy on any opposition figures or journalists, and that surveillance was an act of dishonesty and lacked principles.
AMLO Criticizes Judicial Power. President Andrés Manuel López Obrador criticized the decision to grant Edmundo Jacobo Molina an amparo allowing him to be reinstated as the Executive Secretary of the National Electoral Institute (INE). On Thursday, a federal court ordered the restoration of Jacobo Molina as the Executive Secretary of the INE.
By unanimous decision, the Ninth Collegiate Court in Administrative Matters granted Jacobo Molina a provisional suspension against the transitory article 17 of the so-called Electoral Reform Plan B, which was published in the Official Gazette of the Federation (DOF) in early March.
This revoked the denial of suspension issued last Monday by Blanca Lobo, who is the Twelfth Administrative District Judge.
Magistrate Carolina Alcalá Valenzuela explained that there is no reason to justify the premature change of Jacobo's appointment's faculties. The judges made it clear that, if this provisional suspension was not granted, the complainant could suffer irreparable harm.
Edmundo Jacobo was dismissed on March 2 as the Executive Secretary of the National Electoral Institute (INE) following the publication in the Official Gazette of the Federation (DOF) of the Electoral Reform Plan B.
