European Union, Mexico Strengthen Climate Ties Ahead of COP30

Mexico and the European Union have agreed to deepen their environmental and climate cooperation as part of a broader effort to address global challenges related to climate change, pollution, and biodiversity loss. The announcement was made during an official visit to Mexico by Teresa Ribera, Executive Vice President, European Commission, who met with Alicia Bárcena, Mexico’s Minister of Environment and Natural Resources (SEMARNAT).

The meeting followed recent High-Level Dialogues on Environment and Climate held between the European Union and Mexico on Feb. 13 and 14. Both parties reaffirmed their commitment to multilateral collaboration and the urgent implementation of climate and biodiversity pledges made through forums such as the United Nations and the G20.

Marking 10 years since the Paris Agreement and the adoption of the Sustainable Development Goals (SDG), Ribera and Bárcena reiterated their support for the principles behind these international frameworks, which they described as defining a new global social and environmental contract. Both parties also confirmed their intention to submit updated Nationally Determined Contributions (NDCs) aligned with the 1.5° C target in preparation for the COP30 summit. 

Discussions during the meeting explored enhanced bilateral cooperation in several areas, including industrial decarbonization, carbon pricing, emission offset mechanisms, climate adaptation, ecosystem restoration, and the sustainable use of natural resources.

Both sides highlighted ongoing collaboration through the Global Gateway Investment Agenda (GGIA), aimed at supporting Mexico’s inclusive green transition. Key initiatives under this agenda include the development of regional wellbeing development hubs aligned with circular economy and sustainability principles.

A prominent example is the Ecological and Circular Economy Park in Tula, Hidalgo, which focuses on industrial reconversion, environmental recovery, job creation, and capacity building. Another key project is in Quintana Roo, where sustainable sargassum management is being positioned as a model for innovation and sustainable development in the country’s southeast.

As preparations continue for COP30, EU and Mexican officials emphasize their shared values and long-standing ties as a foundation for advancing joint environmental goals. Moreover they highlight the summit as a strategic opportunity to reaffirm their alliance, built on a commitment to environmental protection, human rights, social justice, and a rules-based multilateral order.
