Universal Health Credential. President Claudia Sheinbaum announced the creation of the Universal Health Credential, a step toward consolidating a universal healthcare system before the end of her administration. The initiative aims to guarantee medical access across all public institutions, including IMSS, ISSSTE, and IMSS-Bienestar, regardless of a patient's primary affiliation. Minister of Welfare Ariadna Montiel explained that the credential will identify a patient's coverage status, register their nearest medical unit, facilitate appointment scheduling, and provide access to clinical histories. Registration for the document will begin in April 2026. To execute this, the Ministry of Welfare will deploy 17,263 personnel across 2,898 modules nationwide to collect citizens' data.
Organ Transplants. Minister of Health David Kershenobich reported that Mexico has performed 80 organ transplants as of early March 2026, including 32 kidney, 24 liver, and 19 cornea procedures. Zoé Robledo, Director General, IMSS, announced the institute aims to perform 4,581 transplants this year, representing a 20% increase compared to 2025. The strategy heavily focuses on kidney transplants, with a target of 2,000 procedures, supported by an integral model that recovers direct hemodialysis services. To achieve this goal, Robledo noted that all new hospitals will be equipped with transplant capabilities, joining nine second-level facilities already performing these procedures across the country.
Electoral Reform Review. President Claudia Sheinbaum announced that the proposed electoral reform will undergo further review before being sent to Congress. She explained that the initial draft included modifications to non-electoral constitutional articles that could lead to excessive regulation.
Sheinbaum said she rejected a proposal requiring social media posts using artificial intelligence (AI) during campaigns to carry a prominent disclaimer, arguing this overstepped into general social media regulation rather than focusing strictly on electoral matters. She said she instructed her team to limit the initiative exclusively to electoral articles and will review the updated text this afternoon to ensure there are no contradictions.
Fuel Fiscal Stimulus Reactivation. President Sheinbaum assured that the federal government could reactivate the Special Tax on Production and Services (IEPS) stimulus if international oil prices rise, aiming to prevent gasoline and diesel price hikes for Mexican families. She noted that this compensation mechanism is already established and was previously implemented in 2022 during the war in Ukraine to successfully absorb the impact of global fuel price surges.
