Highway Freight Theft Reduction / Humanitarian Aid to Colombia

Security Assessment. President Claudia Sheinbaum announced a 51% reduction in intentional homicides between September 2024 and July 2026, bringing the national daily average to 42.5 homicides, the lowest level in 12 years. Marcela Figueroa, Executive Secretary, Executive Secretariat of the National Public Security System (SESNSPC), reported that between January and July 2026, seven states concentrated 49% of national homicides: Guanajuato (8.6%), Baja California (8.2%), Chihuahua (8.1%), Sinaloa (7.1%), the State of Mexico (6%), Guerrero (5.6%), and Morelos (5.5%).

Minister of Security Omar Garcia Harfuch reported that federal security operations from Oct. 1, 2024 to July 31, 2026 resulted in 63,564 arrests for high-impact crimes, 32,800 seized firearms, 518t of confiscated drugs, including over 5 million fentanyl pills across 23 states, and the destruction of 2,725 clandestine methamphetamine laboratories. Harfuch added that approximately 20% of the 30,000 firearms seized nationwide were recovered in Sinaloa.

Harfuch detailed ongoing operations under the Plan Michoacan for Peace and Justice aimed at protecting economic sectors and curbing extortion. Harfuch reported 950 arrests linked to extortion and violence in the state, including a recent operation in Uruapan that detained 12 people associated with extortion cells and seized weapons, vehicles, and narcotics.

Highway Freight Theft Reduction. Guillermo Briseno, Commander, National Guard, reported a 37.1% reduction in cargo transport theft between 2024 and 2025 through Strategy Balam and Plan Zero Theft, alongside the recovery of 1,005 vehicles. Concurrently, Juan Garcia, Head of the Information Infrastructure and Technological Linkage Unit, announced the completion of the C4 Carretero (Highway C4) command center, equipped with 88 monitoring stations to oversee security along major federal highway corridors, including Mexico-Veracruz, Mexico-Acapulco, Mexico-Queretaro, Mazatlan-Culiacan, and Durango-Mazatlan.

Humanitarian Aid Mission to Colombia. General Ricardo Trevilla Trejo announced the deployment of the 255-member Cali Group military detachment to Colombia following the 7.4 magnitude earthquake on Aug. 10, 2026. The mission includes rescue specialists, canine units, medical personnel, 4 tons of medical supplies, 8.4 tons of rescue equipment, 8,798 food rations, 13,890 food baskets, and satellite communication equipment.

Hydrocarbon Theft Investigation. President Claudia Sheinbaum stated that it rests with the Attorney General's Office (FGR) to report whether it will summon the former Minister of the Navy José Rafael Ojeda Durán, regarding ongoing investigations into illegal hydrocarbon extraction and trafficking. Sheinbaum affirmed that the administration does not protect any individuals and fully cooperates with FGR requests.

Asset Recovery from Garcia Luna Case. President Claudia Sheinbaum announced that the Treasury of the Federation (TESOFE) received approximately US$500,000 recovered from US judicial proceedings involving former Minister of Public Security Genaro Garcia Luna. Sheinbaum confirmed that the Financial Intelligence Unit (UIF) continues to investigate financial alerts and that the recovered funds will be allocated to a specialized program.

Media Code of Ethics and Audience Protections. President Claudia Sheinbaum reported that the Radio and Television Industry Chamber (CIRT) accepted fine frameworks associated with broadcasting regulations. Sheinbaum highlighted that Mexican mass media outlets are required to establish an audience defender, maintain a code of ethics, and provide a formal complaint mechanism for citizens.
