Increasing Mexican Content / US Troops in Mexico

Strengthening National Industry. Minister of Economy Marcelo Ebrard presented actions to strengthen Mexico’s national industry and employment. In the steel sector, he reported that 1,062 entries in the industry registry show inconsistencies or irregularities, such as the simulation of productive processes. He stated that the process to cancel and remove these registrations will begin, which will prevent further imports from these producers. This measure aims to ensure that steel entering Mexico meets legal requirements, guaranteeing fair trade and increasing the competitiveness of the national industry.

Regarding the textile industry,  the government published a decree on Dec. 19, 2024, imposing a 35% tariff on 138 tariff items related to manufactured textiles, including footwear. Furthermore, the Ministry of Economy (SE) cancelled the registrations of the eight largest companies found to be illegally using the IMMEX program through simulated manufacturing and export, which involved imports totaling MX$24 billion (US$1.2 billion). 

Measures implemented for the textile industry aim to promote fair market conditions, increase industry production and competitiveness, create more jobs, avoid smuggling, and prioritize trade with markets where Mexico holds trade treaties. As a result of these actions, the importation of textile products, which had shown consistent annual growth, decreased by 12% during the first two months of 2025. Ebrard noted that before these measures, the Mexican textile industry had experienced the loss of 80,000 jobs.

Ebrard also mentioned that President Claudia Sheinbaum requested a meeting on May 14, 2024, to connect Mexican textile producers with companies demanding these products in the country. Over 200 companies are expected to register for this event, with US$38 million in commercial agreements pre-established.

Increasing National Content in the Energy Sector. The Federal Electricity Commission (CFE) will promote actions to increase national content in energy projects through purchases and tenders included in the National Electric System Expansion Plan 2025-2030, says Minister of Energy Luz Elena González. According to González, national content in electricity generation is 25%, and the goal is to reach 35% by 2030. For transmission, the content stands at 30%, and the target is to hit between 50% and 60% by 2030. Similarly, distribution stands at 25% national content, with a projected goal of between 50% and 60% by 2030.

For distribution projects, such as constructing electrical substations, the national input is 25%. The target is to increase it to 50% and potentially up to 60% by 2030 by focusing on items like switches, blades, and control panels. In transmission projects, which involve building transmission towers, the national integration stands at 30%, and the goal is to raise it to 50% or even 60% by 2030. For generation projects, which have lower national content, the target is 35%. González said that CFE is in discussions with technology companies to increase the use of Mexican-produced materials, such as cable and steel, to raise the national integration percentage.


US Troops in Mexico. President Claudia Sheinbaum addressed US President Donald Trump's proposal to send troops to Mexico to combat cartels. She emphasized having good communication with Trump, noting they have had over five calls during the past three months. She stated her preference to avoid debating controversial topics with Trump through the media, favoring direct communication.
