Mexico Opens Public Consultation Ahead of 2026 USMCA Review

The Mexican government has launched a public consultation process to evaluate USMCA’s results. Following the publication of the notice in the Official Gazette, economic sectors and interested stakeholders have 60 calendar days to submit information, comments, and recommendations. These contributions will shape Mexico’s position for the joint review of the agreement in 2026, marking its sixth anniversary since taking effect.

As established in Art.34.7, the three countries must periodically review the agreement’s validity and decide whether to extend it for another 16 years. The review aims to ensure the pact remains effective, balanced, and aligned with the evolving economic priorities of each nation.

The United States has also opened its own public consultation through the Office of the US Trade Representative (USTR), including a hearing scheduled in Washington for November 2025. Canada is preparing similar internal review mechanisms. By launching this process, Mexico aligns with its partners and ensures its interests are represented in the 2026 review.

The notice, signed by Minister of Economy Marcelo Ebrard, invites participants to analyze the treaty’s performance in key areas and identify challenges. Submissions may be sent electronically to consultas.tmec@economia.gob.mx, through the platform www.buzontmec.economia.gob.mx, or delivered in person at the Ministry of Economy in Mexico City.

This 60-day window represents a critical opportunity for businesses, trade associations, academics, unions, and other stakeholders to make their voices heard. The outcome will define Mexico’s stance at the Free Trade Commission in 2026, when it will be decided whether USMCA remains unchanged, undergoes modifications, or in an extreme scenario, expires.
