National Health Plan / Trump’s Tariff Threats

National Health Plan. Minister of Health David Kershenobich presented the National Health Plan, which focuses on a coordinated approach across sectors to improve individual, collective, and social well-being, especially emphasizing mental, emotional, and social health. He noted key objectives include prioritizing health promotion, improving healthcare quality, and strengthening IMSS-Bienestar to ensure all citizens receive free, quality medical care. The plan also aims to fully equip clinics and hospitals with the necessary medications, supplies, and technology and to modernize and integrate the health sector through digital solutions.
Deputy Minister of Integration and Health Development, Eduardo Clark, outlined the program’s goals, including prioritizing health promotion to prevent illness, operating clinics and hospitals 24/7, and optimizing resources. IMSS-Bienestar will feature a comprehensive electronic health record system that includes 53.7 million patient records across more than 1,500 medical units and hospitals, which collectively process 722.8 million medical notes, 1.8 billion prescriptions, 1.2 billion lab studies, 2.6 million hospital admissions, 7.8 million emergency visits, 68.9 million disabilities, and an equipment acquisition budget of MX$25.7 billion (US$1.2 billion).
The IMSS Bienestar initiative, Médicas y Médicos del Bienestar (Well-Being Doctors), led by Alejandro Svarch, aims to establish a globally extensive network of health services, emphasizing human rights and social justice. Multidisciplinary teams will provide around-the-clock service, particularly in high-demand, remote areas, with competitive remuneration, benefits, and educational opportunities.
ISSSTE Director Martí Batres discussed the agency’s contributions, focusing on reducing wait times, increasing medical personnel, aligning salaries with IMSS standards, and continuing the gradual nationalization of ISSSTE services.
Trump Tariffs Threat. President Claudia Sheinbaum affirmed that Mexico seeks to maintain constructive relations with the United States, regardless of the outcome of the US presidential election on Nov. 5, 2025. In response to comments from Donald Trump about potentially raising tariffs by 25%, she emphasized the importance of high-level meetings once the election results are confirmed. These dialogues would provide US leadership with updates on Mexico’s actions to combat drug trafficking, curb fentanyl shipments, and manage migration.
President Sheinbaum highlighted ongoing efforts to address migration, which include job creation in Mexico and humanitarian rescues, noting a 75% reduction in migrants reaching Mexico’s northern border. Mexico's Foreign Minister Juan Ramón de la Fuente plans to address migration issues further in an upcoming morning press briefing.
