Simplified 7% VAT Rate for Small Businesses. Antonio Martínez Dagnino, Head, Tax Administration Service (SAT), and President Claudia Sheinbaum introduced a proposed simplified VAT framework allowing micro and small enterprises to pay an effective direct tax rate of 7% on income. Sheinbaum explained that the 7% rate represents the calculated net average tax paid by small businesses after accounting for standard deductions, offering taxpayers an alternative to complex accounting and recovery processes.
National Genetic Database Proposal for Forensics. President Sheinbaum emphasized the necessity of establishing a national DNA database to accelerate human identification processes across forensic systems. Sheinbaum noted that the federal government aims to expand budgetary resources across state entities, the Attorney General's Office (FGR), state search commissions, and the National Search Commission (CNB) to operationalize the initiative.
OECD Recognition of Secondary Education Expansion. President Sheinbaum highlighted official recognition from the Organization for Economic Cooperation and Development (OECD) regarding steady secondary school enrollment growth across Mexico following the 2025 PISA test results. Sheinbaum stated that expanded enrollment reflects increased integration of students from marginalized communities into the formal educational system.
