Purchase of Deer Park Refinery/People Prefer Gas Bienestar

US authorizes the purchase of the Deer Park refinery. President Andrés Manuel López Obrador said that yesterday the US government had authorized PEMEX’s purchase of the Deer Park refinery in Texas, which, together with the Dos Bocas refinery and the Tula plant, will increase the country’s refining capacity to 700,000 barrels per day. The director of PEMEX, Octavio Romero Oropeza, said that, "the purchase of this refinery is very important since it will allow all fuels to be owned by the people of Mexico and for the country to satisfy its energy self-sufficiency program."

In May, López Obrador announced PEMEX's intentions to buy Shell's 50 percent ownership stake in the Deer Park refinery. PEMEX said that since it already owned half the refinery, it was a great deal as it would process 340,000 barrels of crude per day that would be exclusive to the nation. Recently, it was announced that PEMEX's purchase of the refinery had been delayed until 2022, despite plans to finalize the acquisition by the end of 2021.

AMLO: Gas Bienestar’s cylinders last longer. López Obrador announced that Gas Bienestar’s users have reported that their LP gas cylinders last longer than those from other brands. “Talking to people, they tell me that their cylinders last longer. This is because we are guaranteeing that the 20 and 30kg cylinders are completely full and therefore, they perform better. It is important information, since it shows that Gas Bienestar is not only better in price but in product.”

In August, López Obrador announced the creation of a new state-owned enterprise called Gas Bienestar, which aims to sell LP containers between 20kg and 30kg at what López Obrador describes as a “justifiable” rate. In September, Gas Bienestar launched its operations in Iztapalapa, Mexico City, where used LP gas cylinders were collected and exchanged for new 20kg and 30kg cylinders in a recycling effort aimed at also eliminating risks. Romero recently announced that Gas Bienestar would have a full presence in Mexico City in 1Q22.

Health and education staff will be the next to receive the booster shot. López Obrador said that the government has decided that after completing the administration of the booster vaccine to the elderly, teachers and health personnel will be the next to receive the booster. “We have always considered that health personnel should be one of the first groups to receive the booster vaccine, since they are in direct contact with the virus. However, we also decided to give all teachers the booster shot because education must continue. We are only going to advance further among adults for obvious reasons. But I want the health and education staff to know that we have not forgotten them."

At the beginning of December, Foreign Minister Marcelo Ebrard assured that Mexico had the necessary doses to start the reinforcement of the vaccination plan. The urgency to provide boosters has increased with the arrival of the omicron variant in Mexico. Ebrard said the country had negotiated with many countries and pharmacists to ensure the timely supply of booster vaccines. On Dec. 8, the elderly began receiving their third dose. The government announced that the booster vaccine would be AstraZeneca regardless of the brand that was used during the original vaccination scheme.

AMLO calls on the population to celebrate the holidays safely. López Obrador called on the population to celebrate Christmas and the New Year, while respecting health measures to avoid infections, especially since cases of the omicron variant are on the rise. "I hope there is a lot of happiness in every home. That even when there is controversy over whether or not we should meet because of this new variant, that we do so carefully. It is a beautiful time of year because we see our children, siblings, parents and grandparents. Let's do it but without putting our health at risk.”

The WHO has recommended that all countries cancel Christmas and New Year celebrations as the omicron variant spreads more rapidly than other variants. Despite the recommendation and Mexico ranking fourth globally for the number of cases and deaths related to COVID-19, the government announced that 27 states will be on the epidemiological green light and without restrictions from Dec. 13 to 26.
