Security Assessment. Marcela Figueroa, Head, Executive Ministry of National Public Security (SESNSP), presented the crime incidence report for July 2025, highlighting a 25.3% decrease in the daily average of intentional homicides between September 2024 and July 2025. This represents a drop from 86.9 to 64.9 homicides per day. She noted that July 2025 was the month of July with the lowest daily homicide average since 2015, while the first seven months of 2025 represent the lowest average for that period since 2016.
Figueroa also reported that from January to July 2025, seven states accounted for 51.5% of the country's intentional homicides. These states are Guanajuato with 11.9%, followed by Chihuahua and Sinaloa each with 7.2%, Baja California with 7.1%, the State of Mexico with 6.6%, Guerrero with 5.9%, and Michoacan with 5.6%.
When comparing the period of January to July 2019 against the same period in 2025, most high-impact crimes showed significant decreases. Femicide decreased by 26.3%, extortive kidnapping by 70.8%, and total violent robberies by 48.3%. In contrast, the crime of extortion increased by 25.4% during the same period.
Minister of Security Omar García Harfuch presented the results of the National Security Strategy from July 22 to Aug. 12, 2025. During this time, federal forces detained 2,458 people, seized 900 firearms and 12t of drugs, and dismantled 65 clandestine laboratories. He reported that intentional homicides were reduced by 25% compared to September 2024. García Harfuch also highlighted the detention of 71 people linked to various criminal organizations.
Mexicana de Aviación Purchases Embraer Aircraft. Minister of Defense Ricardo Trevilla Trejo announced that the Mexican government has purchased 20 Embraer airplanes for Mexicana de Aviación, which are scheduled to be delivered between 2025 and 2028. He confirmed that two Embraer 190/195 E model airplanes have already arrived.
FGR to Investigate PEMEX Bribery Case. President Claudia Sheinbaum said the Prosecutor General’s Office (FGR) will investigate businessmen Mario Alberto Ávila Lizárraga and Alexandro Rovirosa, following accusations in the United States that they bribed a PEMEX official to secure contracts. Sheinbaum stated that one of the men is detained and the other is a fugitive.
