USMCA Exports / Investments in Mexico

USMCA Exports Remain Tariff-Free Until April. Marcelo Ebrard, Minister of Economy, explained that the agreement announced yesterday with Donald Trump ensures that Mexican exports complying with USMCA provisions will not be subject to tariffs until Apr. 2, 2025. Ebrard noted that most of Mexico’s exports to the United States are conducted under the trade agreement, but some companies may also opt for the most-favored-nation (MFN) status. The system allows exporters from Mexico to choose whether to operate under USMCA rules or MFN terms, depending on what benefits them the most.

Ebrard also stated that Trump issued an executive order requiring a country-by-country assessment of trade with the United States, which will be presented on Apr. 2, 2025, along with recommended measures. Looking beyond April, Ebrard said Mexico is already working with United States officials to determine the next steps. He also noted that discussions on a steel and aluminum agreement are scheduled for March. 12, 2025. 

Sempra Infraestructura, Mercado Libre Investments. During the conference, investments by Sempra Infraestructura and Mercado Libre were discussed. It was reported that Sempra Infraestructura has invested US$16.6 billion and operates in 17 states, focusing on providing cleaner and more reliable energy in Mexico. Investment decisions are based on the country’s needs, with ongoing projects valued at US$3.55 billion, generating approximately 18,750 direct and indirect jobs. The company also prioritizes social and environmental commitments.

Meanwhile, Mercado Libre is making its second-largest investment in Latin America. In 2025, it will carry out its largest annual investment in Mexico, totaling US$3.4 billion. This represents a 38% increase and aims to strengthen job creation, enhance operations, expand logistics capacity, and drive innovation in technology and artificial intelligence. The company plans to add more than 10,000 new employees in commercial, logistics, and administrative roles. “Through technology, Mercado Libre continues to support businesses of all sizes in an increasingly digital and competitive environment,” said David Geisen, Director General, Mercado Libre.

ISSSTE Law Reform. President Claudia Sheinbaum explained that the changes to the ISSSTE law related to reducing FOVISSSTE loans aim to improve conditions for teachers. She noted that the information was not conveyed correctly. However, she emphasized that no actions will be taken to harm ISSSTE. She also stated that a national strike is unnecessary.

Ministry of Women. Citlalli Hernández, Head, Ministry of Women, explained that the Ministry has already structured its organizational framework. Cases of women's rights violations have already been addressed, and in recognition of International Women’s Day, officials are meeting with local court presidents to improve justice-related initiatives. Sheinbaum emphasized that addressing women's issues requires a comprehensive, cross-sector approach.
