Caja Popular Mexicana is expanding ESG integration across its cooperative finance operations, aligning with broader sustainability and governance trends in Mexico’s financial sector as banks and Socaps adopt responsible finance frameworks and sustainable investment standards. The cooperative’s partnerships with Water.org and Fundación Alemana Servicios to address water vulnerability in underserved regions, alongside its ESR certification, reflect increasing pressure on financial institutions to strengthen transparency, social impact and environmental performance while improving financial inclusion and competitiveness in Mexico’s evolving sustainable finance market.

Caja Popular Mexicana (CPM) reported progress in the integration of environmental, social and governance (ESG) criteria into its operations, reflecting a broader shift within Mexico’s cooperative savings and loan sector toward institutionalized sustainability and governance practices.

The cooperative highlighted that ESG standards are becoming increasingly relevant among Savings and Loan Cooperatives (Socaps), particularly as financial institutions face growing pressure to strengthen transparency, accountability and social impact within their business models.

This transition also aligns with wider developments across Mexico’s financial sector, where sustainability and responsible governance are increasingly used as institutional evaluation benchmarks. According to information shared by the Mexican Banking Association (ABM), 42 out of the country’s 54 banking institutions have now signed the Sustainability Protocol, a framework designed to guide operations toward responsible financial practices.

At the same time, Mexico has continued advancing the implementation of its sustainable taxonomy, which classifies investments according to their environmental and social impact. In 2025, Mexico’s banking sector directed MX$794 billion (US$45.8 billion) toward sustainable projects. Of this amount, 45% corresponded to green financing, 31% to social projects and 24% to bonds labeled under environmental, social and governance criteria.

According to CPM, these frameworks allow institutions to assess not only financial performance but also how organizations manage internal structures, community relations and corporate responsibility policies. In the case of savings and loan cooperatives, the institution noted that these factors are closely tied to their operational model due to their proximity to members and to communities where access to financial services may remain limited.

The institution explained that performance evaluations are conducted using both quantitative and qualitative indicators. Assessed factors include policies promoting fair working environments, gender equity, training programs, performance evaluation systems, ethical conduct and accountability mechanisms.

The cooperative also stated that these processes include education programs, social investment initiatives, community engagement, job creation and youth development, alongside environmental actions, corporate governance practices, operational efficiency, social leadership and digital ethics initiatives.

Water Access Initiative Expands ESG Strategy

In this context, CPM highlighted the alliance formed with Water.org and Fundación Alemana Servicios (FAS) in October of last year to promote financial, technical and social solutions for communities facing the highest levels of water vulnerability in Mexico.

Through the WaterCredit 2.0 methodology developed by Water.org, the partnership will implement training, diagnostic and technical support processes for Caja Popular Mexicana teams. The objective is to design sustainable financial solutions adapted to the specific needs of Mexican communities.

FAS will contribute its expertise in institutional strengthening, operational staff training and implementation of best practices in financial inclusion. Its participation aims to ensure that Caja Popular Mexicana’s social credit model incorporates solid, efficient processes capable of generating measurable impact in the regions where the cooperative operates.

The states of San Luis Potosí, Tamaulipas and Chihuahua will be the first beneficiaries of the initiative due to their high levels of water vulnerability and strong potential for social impact. Across these three states, Caja Popular Mexicana operates 42 branches serving more than 150,000 members.

The initiative also includes a gradual expansion plan covering the 28 states where the cooperative currently maintains operations, reinforcing its commitment to social welfare and sustainable development nationwide.

Beyond training and financing programs, the partnership also includes a specialized market study to identify areas with the greatest water vulnerability, as well as the development of community communication strategies promoting responsible water use and sustainability awareness.

ESR Recognition Reinforces Sustainability Positioning

CPM received the 2026 Socially Responsible Company (ESR) Distinction after demonstrating verifiable progress in governance, environmental impact and community engagement during the Latin American Meeting of Socially Responsible Companies. For the second consecutive year, the institution received the recognition granted by the Mexican Center for Philanthropy (Cemefi), reaffirming its commitment to social responsibility and sustainable development.

The evaluation committee granted the distinction following an assessment in which the cooperative demonstrated solid progress in environmental initiatives, the strengthening of ethical structures and a business model focused on the comprehensive wellbeing of communities. In addition, the recognition strengthens the organization’s human capital strategy by positioning CPM as an employer with strong ethical foundations, supporting both the attraction and retention of specialized talent.

From a competitiveness perspective, the certification also strengthens the cooperative’s positioning in markets that increasingly prioritize sustainability criteria, while supporting social investment programs in regions facing high levels of geographic and financial marginalization.

The evaluation considered four strategic pillars, environmental, social, governance and global context, through 90 indicators focused on fair labor environments, gender equity, continuous training, performance evaluation, ethics and accountability.

The assessment also reviewed education programs, social investment initiatives, job creation, youth development, environmental protection measures, social leadership and digital ethics practices, among other factors.

“With this recognition, Caja Popular Mexicana not only reports growth, but also confirms its commitment to Mexico’s cooperative savings and loan sector and to the comprehensive development of its members, families and communities,” said Ricardo Téllez, President of Board of Directors, CPM.
