EdoMex Rolls Out 2024–29 Program for Water Management

The State of Mexico (EdoMex) has unveiled its Programa Hídrico Integral 2024–2029, a sustainability-focused plan designed to guarantee the human right to water while ensuring long-term resource stewardship. The program aligns with national priorities outlined in the 2025–2030 National Development Plan and the National Water Plan 2024–2030, both of which recognize water as a human right and a critical national asset. By dividing the state into seven distinct hydraulic regions, the program enables strategies tailored to the specific needs of all 125 municipalities.

Presenting the plan in Texcoco, Governor Delfina Gómez outlined five key pillars for the state’s water policy. First, the plan mandates efficient water use across agricultural, industrial, and domestic sectors, while promoting water-saving technologies. Second, it calls for the modernization of hydraulic infrastructure, including rainwater harvesting systems and the rehabilitation of distribution networks. The third pillar focuses on ecosystem protection and restoration, strengthening watersheds, rivers, and recharge zones. Fourth, the plan commits to establishing clear mechanisms for citizen participation and inter-municipal coordination in water governance. Fifth, it sets out educational, cultural, and social programs focused on water conservation.

Beatriz García Villegas, Executive Secretary, State Water Commission (CAEM), said the plan was developed through a broad participatory process involving local communities, academic experts, and field assessments. According to García Villegas, "there is no effective hybrid policy without an informed citizenry that is co-responsible and active in protecting water, through strengthening the social subject toward the sustainability of the paradigm shift in water management."

Toluca’s municipal president, Ricardo Moreno Bastida, praised the program for complementing the city’s own Plan Hídrico Toluca 2025–2050, which emphasizes modernizing infrastructure and replenishing aquifers through rainwater management.
