Beyond the Scoreboard: What Tech Has Taught Us About Security

Over the past several months, Mexico has hosted some of the largest sporting events in its recent history in terms of attendance, mobility, and international visibility. For the host cities, the experience represented far more than organizing sporting competitions; it became a large-scale test of infrastructure, operational processes, and interagency coordination. 

If this period demonstrated anything, it is that the fan experience begins long before entering a stadium and continues well after the final whistle. The so-called "fan journey" — spanning airports, highways, public transportation systems, public spaces, tourist destinations, and entertainment venues — became a highly dynamic environment where millions of individual movements converged. In that setting, public safety depended on the ability of multiple organizations to operate as one. 

One of the greatest challenges was managing this unprecedented flow of domestic and international visitors. For public safety agencies, emergency responders, and civil protection authorities, success was not defined solely by responding to incidents, but by preventing them before they occurred. Achieving this required levels of interoperability, information sharing, and institutional coordination that isolated systems simply cannot deliver. 

As a football fan, I had the opportunity to experience many of these matches from the perspective of someone who enjoys the game. At the same time, after years of working alongside organizations responsible for public safety and community protection, it is impossible not to notice everything happening behind the scenes that makes those experiences possible. 

During the tournament, several innovations captured public attention. Referee body cameras and the continued evolution of video-assisted officiating demonstrated how technology continues to transform the sport itself. Yet the innovations with the greatest impact were likely the ones that attracted the least attention. 

Intelligent access control systems, video security platforms, mission-critical communications, and integrated command centers operated continuously to provide situational awareness for those responsible for making critical decisions. Their purpose was not simply to observe events, but to connect information from multiple sources to enable faster, better-coordinated responses. 

In this context, Mexico's C5 Command, Control, Communications, Computing, and Coordination Centers played a particularly important role. Far beyond serving as traditional monitoring facilities, these centers have evolved into integrated operational platforms capable of bringing together police agencies, emergency responders, civil protection authorities, and government institutions around a shared operational picture. 

The experience of the past several months offers valuable lessons about the role these centers play in managing events of this scale. First, effective coordination depends less on physical proximity and more on the ability to share information in real time across agencies and jurisdictions. Second, response speed is directly linked to the quality of the information available to decision-makers. Third, prevention remains the most meaningful measure of operational success, even when those preventive actions go largely unnoticed by the public.  

In Jalisco, for example, the modernization of the technological infrastructure supporting C5 Escudo Jalisco formed part of a broader strategy to strengthen coordination among public safety agencies, emergency services, and federal authorities. By expanding interoperable communications networks and enhancing operational capabilities, authorities improved situational awareness and enabled more effective collaboration among the organizations responsible for incident management. 

Throughout the matches held in Jalisco, monitoring capabilities, mission-critical communications and interagency coordination helped sustain continuous operations and coordinated responses in a high-demand environment. According to the government of Jalisco, the four matches held at Estadio Guadalajara welcomed more than 185,000 fans without any major security incidents. These efforts formed part of a broader operation involving more than 17,000 security personnel which, over the course of the tournament's 39 days of activities, supported the safe management of mass gatherings attended by more than 2 million people. 

Beyond the numbers and operational outcomes, the most important lesson is that securing large-scale events no longer depends solely on the physical deployment of personnel and resources. It depends on the ability to connect people, processes, and technology in ways that transform information into action.

The past several months presented an extraordinary test for the host cities. The simultaneous concentration of visitors, intense mobility, and the need to coordinate multiple agencies pushed operational systems to levels they rarely experience under normal conditions. For that reason, the lessons learned extend well beyond the tournament itself.

The technological capabilities deployed and strengthened throughout this period will not disappear when stadiums empty and fans return home. Communications networks, command centers, video security platforms, interagency coordination models, and emergency response processes remain in place as part of the cities' long-term public safety infrastructure, strengthening everyday resilience. 

That may ultimately be the tournament's most enduring legacy. It is not simply that authorities successfully responded to an extraordinary challenge, but that they validated — under real-world, high-pressure conditions — the technologies and operational models that will continue strengthening their ability to protect millions of people in everyday life. As cities continue to host increasingly complex events, these lessons will remain relevant well beyond the world of sports.
