PEMEX plans to formally hire about 17,000 workers by 2024. In 2022, PEMEX launched its Program for Job Stability which aims to manage retirement, seniority-based promotions and the official hiring of temporary staff, starting with those with more than 15 years of work experience in operational categories.

The program started in February 2022. In April 2023, the company will start adhering workers with more than 10 years of antiquity. According to Milenio, the state company has slightly over 120,000 workers, of whom nearly 100,000 are affiliated to the Mexican Petroleum Workers' Union. Pemex CEO Octavio Romero stated that his administration expects the policy of permanent employment based on seniority to be maintained, regardless of who is leading the company or the union.

PEMEX also announced the launch of its mobile application, "PEMEX Asiste," which aims to provide workers with access to their relevant personal and work information and automate their procedures from anywhere, 24 hours a day.

Romero Oropeza has stated that the company wants to do social justice, including the regularization of PEMEX’s health personnel. However, health workers have protested due to a series of injustices perpetrated by the NOC.

Medical Residents Sue PEMEX

PEMEX did not renew the contract of 28 resident doctors who protested in December 2022, demanding fair payment of their Christmas bonus. The NOC tried to negotiate with the personnel but they could not reach an agreement and the former employees sued the company in January 2023. In March, the company informed the residents that it would not renew their contracts. According to Expansión, the NOC did not share the reasoning for not renewing their contracts. Furthermore, the affected employees said that medical specialties residencies usually last more than three years.

Sources claim that they used their grades as a justification for not renewing their contracts. However, their university proved that they had accomplished their grade requirements. The residents stated that this situation was affecting their careers since they have to look for new options to continue their residencies while the school year has already started.
