Mexico Advances Drone Regulation Amid Security Challenges

Mexico is forging ahead in drone regulation, positioning itself as a leader among Latin American nations in this burgeoning sector. Adrián Peña Cervantes, a drone and Remotely Piloted Aircraft (RPAS) trainer pilot, highlighted Mexico's progress, noting its regulatory framework has evolved over 12 years with concerted efforts from the Federal Agency and industry stakeholders, during the Fifth International Congress on Air Security.

"We are doing well; the regulatory landscape continues to evolve, with Operational Safety Committees fostering dynamic advancements," Peña Cervantes remarked to A21. He emphasized the need for alignment with USMCA partners like the Federal Aviation Administration (FAA) and Canada's aviation authority. Peña Cervantes stressed the importance of accredited training courses for drone operators, underscoring their role in enhancing air safety.

Despite advances in regulation, security concerns still surround drone operations. In Sonora, a new threat emerges as organized crime employs drones for targeted attacks in the desert region. Francisco Sergio Méndez of the Federal Attorney General's Office confirmed these developments, highlighting the use of drones armed with explosive devices by criminal cells vying for control amid escalating violence.

"The use of drones armed with explosives represents a new challenge," Méndez stated. He acknowledged the gravity of the situation, particularly in municipalities like Santa Ana, Altar, Caborca, and others, where criminal violence impacts communities and infrastructure. In recent incidents in Caborca, a city integral to drug and weapon trafficking routes, drone attacks have become alarmingly frequent, causing collateral damage to property and human lives.

The violence in the desert region has left residents of Santa Ana, Altar, Caborca, Saric, Atil, Tubutama, Oquitoa, Pitiquito, Trincheras, Sonoyta, and San Luis Río Colorado terrorized. These municipalities form part of a cross-border corridor. Security forces, including the Mexican Army, Navy, and National Guard, are intensifying efforts to combat these threats. Méndez emphasized ongoing operations to dismantle criminal operations and secure affected areas, noting the seizing of armored vehicles and other fortified equipment used by criminal organizations to navigate rugged terrains.

In Guerrero, drones are also being used but in this case on the side of crime fighting. The Coordination Table for Peacebuilding in Guerrero announced the deployment of surveillance drones over strategic zones, particularly in Acapulco, this measure aims to prevent, deter, and reduce crime in the state, fostering community engagement and ensuring public tranquility and safety. 

"These drones will enhance our ability to prevent and deter crime, ensuring safety and peace for residents," the Coordination Table affirmed in a statement. The initiative aims to leverage advanced drone technology for proactive surveillance and intelligence gathering.

As Mexico faces ongoing security challenges, drones are emerging as essential tools across various sectors, playing a crucial role in enhancing public safety and industry operations. In a recent interview with Mexico Business News, DJI emphasized the adaptability of drones, ranging from recreational models to sophisticated enterprise solutions tailored for industrial applications. These drones feature cutting-edge technologies such as thermal cameras and LiDAR sensors, significantly boosting capabilities in surveying, mining, construction, and security.

"Our drones are revolutionizing industries by streamlining operations," noted DJI representatives. "Tasks that once took weeks can now be completed much faster and with greater precision."
