Cuautitlan, CANACAR Launch Pilot for New Mobility Rules

The National Chamber of Cargo Transportation (CANACAR) and the municipality of Cuautitlan, State of Mexico, agreed to launch a pilot program to test the implementation of the new Regulation for the Protection of the Human Right to Mobility.
“We agree on the importance of building joint solutions that strengthen urban mobility without undermining the efficient operation of supply chains, which depend on cargo transport to guarantee the supply of goods and services,” says Miguel Ángel Martínez, President, CANACAR. Martínez adds that the agreement builds on discussions held on Sept. 4 with Mayor of Cuatitlan, Juana Carrillo.
Key Agreements
As part of the accords reached, both parties agreed to:

Delay enforcement: The entry into force of the regulation will be postponed until Sept. 23, allowing more time for socialization and awareness campaigns

No monetary sanctions: During the pilot period, transit authorities will not apply fines, focusing instead on adjusting the implementation

Pilot restriction: The trial will include a ban on heavy cargo circulation during 7:00–9:00 a.m., testing its impact on mobility

Joint outreach campaign: Authorities and CANACAR will jointly disseminate information to transport companies and the community about the regulation’s content and scope

Direct support channel: A special line led by Osiris Sánchez, Mobility Director of Cuautitlan, will address issues faced by CANACAR members during this stage
Municipal Framework
Earlier this month, Cuautitlan’s council unanimously approved the Regulation for the Protection of the Human Right to Mobility, which took effect on Sept. 1. The framework seeks to address growing congestion caused by the rapid expansion of distribution centers (CEDIS) in the area, MBN reports.
The regulation creates Priority Mobility Zones, giving preference to pedestrians, public transport, and emergency services, while establishing new rules for speed limits, public transport operations, and cargo circulation:

Speed limits: 30km/h–60km/h depending on the area, with a maximum of 20km/h in school and hospital zones

Public transport: Buses must use right lanes and designated stops only

Heavy cargo restrictions: Vehicles over five tons may circulate only between 10:00 a.m. and 5:00 p.m. and 10:00 p.m. and 5:00 a.m. Circulation is restricted during peak hours

Loading/unloading: Allowed in public spaces only with authorization and during permitted time slots

Prohibitions: Double-parking, blocking sidewalks, reserving public parking spaces, and obstructing emergency access
Initially, the municipality set a transition period for Sept. 1–16, with fines beginning Sept. 17. However, following negotiations with CANACAR, enforcement was postponed to Sept. 23 under a pilot scheme to evaluate impacts before full implementation.
Both CANACAR and Cuautitlan authorities highlight the need to balance mobility goals and supply chain efficiency. Martínez reaffirms CANACAR’s commitment to “contribute proposals and efforts for safe, orderly, and sustainable mobility, while boosting local and regional economic development.”
